EXECUTIVE ORDER NO. 294 July 25, 1987
AMENDING EXECUTIVE ORDER No. 122-B ENTITLED, "CREATING THE OFFICE FOR NORTHERN CULTURAL COMMUNITIES"
WHEREAS, Executive Order No. 122-B created the Office for Northern Cultural Communities;
WHEREAS, there is need to provide budgetary appropriation to this Office to enable it to perform its functions;
WHEREAS, it is necessary to delineate responsibilities for policy and plan formulation and program implementation consistent with the principle of decentralization;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, do hereby order:
Sec. 1. Section 6 of Executive Order No. 122-B is hereby amended to read as follows:
"Sec. 6. Membership. The Office shall be composed of an Executive Director and two (2) Deputy Executive Directors, all of whom shall be appointed by the President. The Executive Director shall have the rank of a Department Undersecretary while the Deputy Executive Directors shall have the rank of an Assistant Secretary."
Sec. 2. Section 10 of Executive Order No. 122-B is hereby amended to read as follows:

Amending Executive Order No. 122-B on the Office for Northern Cultural Communities
Membership and Ranks (Sec. 1):
- The Office shall be composed of an Executive Director (rank of Department Undersecretary) and two (2) Deputy Executive Directors (rank of Assistant Secretary), all appointed by the President.
Services (Sec. 2):
- The Services shall consist of:
• Administrative Service
• Planning Service
• Finance and Management Service
• Legal Service
Each Service shall be headed by a Staff Director with compensation of an Assistant Staff Bureau Director.
Bureaus (Sec. 3, 16, 17, 18):
- The Bureaus shall consist of:
• Bureau of Economic Affairs (Sec. 16)
- Responsible for economic livelihood projects, loans, entrepreneurship, trade, marketing assistance
- Formulate land-use policies and plans for ancestral and tribal lands, including settlement areas
- Conduct research on development, protection, conservation of physical environment, medical assistance, nutrition services, community self-help projects
• Bureau of Cultural Affairs (Sec. 17)
- Formulate policies, plans, programs on preservation and development of culture, traditions, institutions, well-being of cultural communities
- Conduct research for policy formulation and program implementation
- Develop guidelines for promoting goodwill between tribes and mainstream populace
- Coordinate with agencies for cultural programs, education, scholarships for poor members
• Bureau of Tribal Relations and External Affairs (Sec. 18)
- Plan, conceptualize, monitor projects and activities to promote peace and harmony within, between and among cultural communities
- Coordinate with tribal institutions to strengthen relationships and settle disputes through advice and peaceful negotiation
- Liaise with local, international and non-government organizations
Funding (Sec. 5):
- Funds shall be made available by the Department of Budget and Management out of the Compensation and Organization Adjustment Fund or any such funds from the National Treasury.

Effectivity (Sec. 8): This Executive Order shall take effect immediately.
