• Clothing Allowance and Per Diem Rates for Officials and Employees Traveling Abroad (Sec. 16):
- Department Secretaries, Executive Secretary, Commissioners, Chairpersons, Undersecretaries, Ambassadors, Assistant Secretaries, and other high-ranking officials: P300.00 clothing allowance and P50.00 per diem. (Sec. 16(a))
- Vice-Chairpersons, Members of Governing Boards, Assistant General Managers, Career Ministers, Directors, Chiefs of Bureaus and Offices, General Officers of the Armed Forces, Vice-Presidents of State Universities, and other officials of similar rank: P250.00 clothing allowance and P40.00 per diem. (Sec. 16(b))
- Heads of Primary Units, Field Grade Officers of the Armed Forces, Foreign Affairs Officers, Heads of State Colleges, Deans of Colleges of the University of the Philippines, and other officials of similar rank: P225.00 clothing allowance and P35.00 per diem. (Sec. 16(c))
- All other employees: P200.00 clothing allowance and P30.00 per diem. (Sec. 16(d))
• The per diem is granted only for the duration of the official trip, including travel time as defined in Section 20. (Sec. 16)

AMENDING EXECUTIVE ORDER NO. 129 DATED MAY 6, 1968, ENTITLED "PROVIDING RULES AND REGULATIONS GOVERNING OFFICIAL TRAVEL ABROAD OF OFFICIALS AND EMPLOYEES OF THE GOVERNMENT BOTH NATIONAL AND LOCAL, INCLUDING GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS AND PRESCRIBING RATES OF ALLOWANCES AND OTHER EXPRESS THEREFOR"
Section 16 of Executive Order No. 129 dated May 6, 1968 is hereby amended to read as follows:
