AMENDING EXECUTIVE ORDER NO. 203, "CREATING THE OVERSIGHT AND EXECUTIVE COMMITTEES FOR THE NATIONAL GOVERNMENT'S MAJOR SOCIAL REFORM AGENDA," AND PROVIDING FOR THE ADOPTION OF THE GUIDELINES ON THE INSTITUTIONAL ARRANGEMENT TO FAST-TRACK SRA LOCALIZATION
WHEREAS, it has been a declared policy of the State to declare an all-out war against poverty as a major component of the Philippines 2000 and as embodied in the Philippine Medium Term Development Plan towards a common vision of an improved quality of life for every Filipino;
WHEREAS, the Social Reform Agenda is the operationalization of the people empowerment track of Philippines 2000 and has been expanded to become the Integrated National Action Agenda on Anti-Poverty as adopted during the National Anti-Poverty Summit held last 19-20 March 1996;

Summary of Executive Order No. 356
Adoption of Guidelines on Institutional Arrangements to Fast-Track SRA Localization
- Directs all National Government Agencies and Local Government Units to:
• Adopt the guidelines on SRA Institutional Arrangements issued by the Social Reform Council (SRC). (Section 1)
• Conduct orientation and disseminate the guidelines to all officials and personnel. (Section 1)
- Outlines tasks for effective SRA localization:
• Flagship agencies to implement and monitor their SRA programs, provide information to basic sectors and LGUs. (Section 2a)
• Convergence lead agencies, with LGUs and basic sectors, to orchestrate convergence of programs and resources, and install Minimum Basic Needs Approach. (Section 2b)
• Cabinet Officers for Regional Development to orchestrate implementation and monitoring of Regional SRA with agencies, LGUs, and basic sectors. (Section 2c)
• LGUs to lead implementation and monitoring of Local SRA in coordination with basic sectors. (Section 2d)
- Directs National Government Agencies to interface with and support sectoral and local counterparts in implementing anti-poverty plans and programs. (Section 3)
- Directs agencies and LGUs to issue operational directives supporting the Order, in coordination with SRC Secretariat. (Section 4)
- Requires periodic monitoring and evaluation by agencies, LGUs, and SRC Secretariat every six (6) months, with potential refinement of guidelines. (Section 5)
- Mandates adoption of Monitoring and Evaluation System (MES) by SRC to track SRA implementation progress, focusing on Minimum Basic Needs, Basic Reform Commitments, and resource allocation and utilization. (Section 6)
- Funding for SRA localization to come from: a) Flagship Agencies and Convergence Lead Agencies, and b) Office of Cabinet Officers for Regional Development, with augmentation from President's Contingent Fund and other authorized funds, subject to availability and regulations, in coordination with DBM and SRC Secretariat. (Section 7)
- Effective immediately upon issuance. (Section 8)
