• Empowers RWAs to undertake sanitation functions in addition to water supply (Section 5)
• All references to RWAs in Executive Order No. 577 are amended to RWSA (Section 28)
Powers and Exemptions of Rural Waterworks Development Corporation (RWDC)
• RWDC can provide loans to local governments for procuring equipment and materials for rural water supply programs (Section 5(h))
• RWDC earnings are automatically appropriated as part of its corporate earnings (Section 12)
• RWDC is exempt from various taxes, duties, fees, and charges imposed by the government (Section 12)
• RWDC is exempt from import duties, compensating taxes, and advance sales tax on imported goods required for its operations and projects (Section 12)
Board of Directors and Corporate Secretary
• Board of Directors composition is specified, with the Minister of Human Settlements as Chairman (Section 15)
• A Corporate Secretary shall be appointed by the Board of Directors (Section 21)
Exemptions and Powers of RWSAs
• RWSAs are exempt from regulation by the Securities and Exchange Commission (Section 33(a))
• RWSAs are exempt from various taxes, fees, and duties imposed by the government (Section 33(b))
• RWDC is delegated the power to grant, repeal, alter, or amend franchises for supplying waterworks services (Section 36)
• All RWSAs and other waterworks utilities must have their rates, fees, and charges reviewed and approved by RWDC (Section 37)
Legal Representation and Separability
• The Solicitor General shall represent RWDC in judicial proceedings if requested by the General Manager (Section 9)
• If any provision is declared invalid, the remainder of the Executive Order shall not be affected (Section 10)
Repealing Clause and Effectivity
• All laws, decrees, executive orders, rules, and regulations inconsistent with this Executive Order are repealed or modified accordingly (Section 11)
• This Executive Order shall take effect immediately (Section 12)

EXECUTIVE ORDER NO. 869 February 2, 1983
AMENDING EXECUTIVE ORDER NO. 577 RENAMING THE RURAL WATERWORKS ASSOCIATIONS AS RURAL WATERWORKS AND SANITATION ASSOCIATIONS AND FOR OTHER PURPOSES
WHEREAS, the Rural Water Supply and Sanitation Program will utilize the Rural Waterworks Associations (RWA's) in bringing sanitation service to the rural areas;
WHEREAS, there is a need to empower the RWA's to undertake sanitation functions and to rename them as Rural Waterworks and Sanitation Associations (RWSA's);
WHEREAS, the Rural Waterworks Development Corporation, in undertaking development projects prescribed in Executive Order No. 577, now requires to be exempt from Section 23 of Presidential Decree No. 1177 to enable itself and the RWSA's to pay their indebtedness and other obligations in furtherance of the declared national policy;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:
Sec. 1. Section 5 of Executive Order No. 577 is hereby amended to read as follows:
