AMENDING EXECUTIVE ORDERS NOS. 541 AND 553 CONVERTING THE COMMITTEE TO GATHER THE MEMORABILIA OF THE LATE CHIEF JUSTICE FRED RUIZ CASTRO INTO A COMMISSION
WHEREAS, Executive Orders No. 541, and 553 created a Committee to gather the memorabilia of the late Chief Justice Fred Ruiz Castro;
WHEREAS, in order to perform its functions more effectively, there is a need to convert such Committee into a Commission, with additional powers and responsibilities;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President and Prime Minister of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby direct and order as follows:
Sec. 1. The Committee created under Executive Orders Nos. 541 and 553 is hereby converted into a Commission, to be known as the Chief Justice Fred Ruiz Castro Memorabilia Commission, without any change in the membership and composition thereof.

Conversion of Committee to Commission
- The Committee created under Executive Orders Nos. 541 and 553 is converted into a Commission called the Chief Justice Fred Ruiz Castro Memorabilia Commission. (Section 1)
- The Commission retains the same membership and composition as the previous Committee. (Section 1)
Functions and Powers
- The Commission retains the functions and powers granted to the previous Committee. (Section 2)
- Members of the Commission will continue to serve without compensation. (Section 2)
- The Commission is authorized to solicit and accept grants or donations from private individuals, entities, government agencies, and instrumentalities to finance its activities. (Section 3)
- The Commission shall independently account for the funds received. (Section 3)
- The Commission is empowered to manage, invest, deposit, or otherwise deal with its funds in a manner it deems best. (Section 3)
- The Commission shall have other functions and powers incidental to or necessary for carrying out its purpose. (Section 3)
Effectivity
- The Executive Order takes effect upon its promulgation. (Section 4)
