- Water districts have the right to protect water quality, require connections, prohibit unauthorized water vending, and impose penalties for water theft (Section 32)
- Water districts shall establish rates and charges to cover costs and provide for reserves (Section 38)
Local Water Utilities Administration
- A government corporation called the Local Water Utilities Administration is chartered (Section 49)
- The Administration shall promote, develop, and finance local water utilities (Section 50)
- The Administration shall have a Board of Trustees appointed by the President (Sections 51-52)
- The Administration can borrow funds, issue securities, and contract foreign loans (Sections 60, 72-73)
- The Administration is exempt from taxes, duties, fees, and other charges (Section 76)
- The Administration's authorized capital is 500 million pesos, with shares subscribed by the government and private investors (Section 67)
Other Provisions
- Funds for waterworks and sewerage systems shall be released to the Administration (Section 75)
- Penalties are imposed for unauthorized water connections, theft, and related offenses (Section 32)

AMENDING PRESIDENTIAL DECREE NO. 198 ENTITLED "DECLARING A NATIONAL POLICY FAVORING LOCAL OPERATION AND CONTROL OF WATER SYSTEMS; AUTHORIZING THE FORMATION OF LOCAL WATER DISTRICTS AND PROVIDING FOR THE GOVERNMENT THE ADMINISTRATION OF SUCH DISTRICT; CHARTERING A NATIONAL ADMINISTRATION TO FACILITATE IMPROVEMENT OF LOCAL WATER FACILITIES; GRANTING SAID ADMINISTRATION SUCH POWERS AS ARE NECESSARY TO OPTIMIZE PUBLIC SERVICE FROM WATER UTILITY OPERATIONS, AND FOR OTHER PURPOSES
