AMENDING PRESIDENTIAL DECREE NO. 470 CONVERTING THE VISAYAS AGRICULTURAL COLLEGE INTO THE VISAYAS STATE COLLEGE OF AGRICULTURE AND FOR OTHER PURPOSES
WHEREAS, the Educational Project Implementing Task Force, Department of Education, has recommended that the Visayas State College of Agriculture be developed and given the necessary facilities and powers to serve the whole Visayas region; and
WHEREAS, there is a need to amend the said Presidential Decree to expand and strengthen the curricular programs in Agriculture and applied sciences and make sure that the College shall have major thrusts in Rural Sociology and Development Communications, Agricultural Business Management and Cooperatives Education, Barrio Industries Training, Research and Development, Training and Research Programs in Coconut, Abaca and Rootcrops, and Technician Training in Forestry and in Animal Health and production in line with the administration's educational development programs;

Amending Presidential Decree No. 470 Converting the Visayas Agricultural College into the Visayas State College of Agriculture
• Expands and strengthens the curricular programs in Agriculture and applied sciences at the Visayas State College of Agriculture. (Section 1)
• Grants the Board of Trustees and the President of the College the following powers and duties:
- Appoint and fix compensation of Vice Presidents, deans, heads of departments, professors, instructors, lecturers, and other officers and employees. (Section 1)
- Grant leave of absence and remove employees for cause after due investigation and hearing. (Section 1)
- Undertake construction, repair of buildings, machineries, equipment, and other facilities, and print technical and educational materials. (Section 2)
• Appropriates P6.0 million for operating expenses to implement new programs, including:
- Rural Sociology and Development Communications (P0.5 million). (Section 3)
- Agricultural Business Management and Cooperatives Education (P0.5 million). (Section 3)
- Agro-based Barrio Industries Training, Research and Development (P1.5 million). (Section 3)
- Training and Research Programs in Coconut, Abaca, and Rootcrops (P1.8 million). (Section 3)
- Technician Training in Animal Health and Production (P0.6 million). (Section 3)
- Agricultural Engineering Technician Training in Forestry (P0.5 million). (Section 3)
• Appropriates P6.0 million per year for the next two years for construction of buildings, laboratories, acquisition of land, equipment, and library materials. (Section 4)
• Exempts the College, its assets, acquisitions, income, operations, and transactions from all taxes. (Section 5)
• Exempts gifts, donations, and financial contributions to the College from all taxes and allows them as deductions for income tax purposes. (Section 5)
• Authorizes the College to operate semi-commercial agricultural and technological enterprises on a revolving fund basis to support academic and research projects. (Section 6)
