AMENDING PRESIDENTIAL DECREE NO. 690 "CREATING THE SOUTHERN PHILIPPINES DEVELOPMENT ADMINISTRATION AND ABOLISHING THE COMMISSION ON NATIONAL INTEGRATION, THE MINDANAO DEVELOPMENT ADMINISTRATION, THE PRESIDENTIAL TASK FORCE FOR THE RECONSTRUCTION AND DEVELOPMENT OF MINDANAO AND THE SPECIAL PROGRAM OF ASSISTANCE FOR THE REHABILITATION OF EVACUEES (SPARE), APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES"
WHEREAS, the Presidential Assistant on National Minorities (PANAMIN) has amply demonstrated sustained effectiveness in the implementation of the Government's policies directed towards the care and upliftment of the nation's cultural minorities;
WHEREAS, Presidential Decree No. 690 transfers the powers, functions and duties of the defunct Commission on National Integrations to the Southern Philippines Development Administration and the Department of Agrarian Reform;

Summary of Presidential Decree No. 719
Amending Presidential Decree No. 690 on the Southern Philippines Development Administration
- Transfers the powers, functions, and duties of the defunct Commission on National Integration concerning non-Muslim hill tribes throughout the Philippines to the Office of the President through the Presidential Assistant on National Minorities (PANAMIN). (Section 1)
• This is to consolidate the powers related to non-Muslim hill tribes, which were previously dispersed among several government agencies.
• The powers, functions, and duties of the Commission on National Integration regarding non-Muslim hill tribes, as provided for in Republic Act No. 1888, as amended, shall be exercised solely by the Office of the President through PANAMIN.
- Repeals all laws, acts, decrees, executive orders, and rules and regulations, or parts thereof, inconsistent with this Decree. (Section 2)
- This Decree shall take effect immediately. (Section 3)
