Case Overview and Summary
Amending the Integrated Reorganization Plan to Provide for a Full-Time Vice-Chairman and Executive Director for the National Science Development Board- Paragraph 4, Article II, Chapter I, Part XIII of the Integrated Reorganization Plan is amended to reorganize the Board of Governors of the National Science Development Board (NSDB).
- The Board of Governors is composed of the following members:
- A full-time Chairman with a term of six years.
- A Vice-Chairman, who shall concurrently be the Executive Director of the NSDB.
- The Secretary of Education and Culture, the President of the University of the Philippines, and a representative from the National Economic and Development Authority as ex-officio members.
- Two members from the private sector with demonstrated competence in scientific and technological research and development in the fields of agriculture, industry, technology, education, and community development, who shall serve part-time.
- No member of the Board of Governors shall be the head of any implementing agency of the NSDB.
- Letter of Implementation No. 14, dated November 27, 1972, is modified accordingly.

AMENDING PARAGRAPH 4, ARTICLE II, CHAPTER I, PART XIII OF THE INTEGRATED REORGANIZATION PLAN, AS AMENDED, BY PROVIDING FOR A FULL-TIME VICE-CHAIRMAN AND EXECUTIVE DIRECTOR FOR THE NATIONAL SCIENCE DEVELOPMENT BOARD
WHEREAS, the department model of organization under the Integrated Reorganization Plan, to which the National Science Development Board conforms, provides for an Undersecretary to assist the Department Secretary, and to perform temporarily the functions of Secretary in case of inability of the latter to perform his duties owing to illness, absence, or other cause, or in case of vacancy in that office;
WHEREAS, in the interest of better science administration, coordination and supervision, it is necessary and desirable to restore and reestablish the position of Vice-Chairman and Executive Director in the National Science Development Board.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby amend Paragraph 4, Article II, Chapter I, Part XIII of the Integrated Reorganization...
