AMENDING PARAGRAPH 7, AFP SPECIAL PROVISIONS, PRESIDENTIAL DECREE NO. 233, GENERAL APPROPRIATION FISCAL YEAR 1973-1974 AND REPEALING GENERAL ORDER NO. 14, DATED OCTOBER 3, 1972, "SUBSISTENCE ALLOWANCE OF MILITARY PERSONNEL" AND ADDITIONAL DAILY SUBSISTENCE ALLOWANCE OF ONE PESO (P1.00) FOR ALL ENLISTED PERSONNEL OF THE ARMED FORCES OF THE PHILIPPINES AND TRAINEES ATTACHED TO REGULAR UNITS ENGAGED IN COMBAT OPERATIONS
WHEREAS, the basic subsistence allowance for each officer and enlisted personnel as provided for in paragraph 7, Armed Forces of the Philippines Special Provisions, Presidential Decree No. 233, General Appropriation FY 73-74 shall be Five Pesos (P5.00);
WHEREAS, General Order No. 14, dated October 3, 1972 was adopted authorizing an additional daily subsistence allowance for all enlisted personnel of the Armed Forces of the Philippines and trainees undergoing military training pursuant to Republic Act No. 4091, who are attached to a regular unit of the Armed Forces of the Philippines engaged in combat operations;

Subsistence Allowance for Military Personnel

Increase in Basic Daily Subsistence Allowance
- Authorizes a basic daily subsistence allowance of not less than six Pesos (P6.00) for each enlisted personnel of the Armed Forces of the Philippines.
- Draftees and trainees undergoing military training and service pursuant to Presidential Decree No. 182 and Republic Act 4091 shall be entitled to the same basic daily subsistence allowance as enlisted personnel of the Regular Force.
Rationale
- The current basic daily subsistence allowance is not adequate to meet the prevailing cost of prime commodities.
- Providing proper nutrition is necessary to maintain the physical fitness and efficiency of the Armed Forces personnel, who are tasked with suppressing lawlessness, anarchy, disorder, and wanton destruction of lives and property throughout the country.
Legal Basis
- The President's powers as Commander-in-Chief of the Armed Forces of the Philippines, pursuant to Proclamation No. 1081 (dated September 21, 1972), General Order No. 1 (dated September 22, 1972), and Proclamation No. 1104 (dated January 17, 1973).
Effective Date
- This Decree shall take effect on January 1, 1974.
