• Secretary of National Defense as Chairman
• Chief of Staff of the Armed Forces of the Philippines as Vice-Chairman

• President of the Philippine Veterans Bank
• Three appointive members representing veterans, appointed by the President for 3-year terms (Section 1a)
- An Administrator as Chief Executive Officer, appointed by the President (Section 1b)
- Authority to appoint officers and personnel, fix compensation, and establish procedures (Section 1c)
- Exemption from Civil Service Law and other requirements for part-time staff and government retirees (Section 1d)
- Authority to call upon government offices for assistance (Section 1e)
Purposes, Powers, and Duties of the Commission
• Establish and maintain services for veterans and dependents, including employment, medical care, education, and other related services; coordinate with other agencies (Section 2a)
• Definitions of "veteran" and "dependents" (Section 2a)
• Manage, invest, and deal with funds and contributions to operate on a self-sustaining basis (Section 2b)
• Adopt rules and regulations (Section 2c)
• Submit annual report to the President (Section 2d)
• Enter into agreements and contracts for services (Section 2e)
• Adopt annual budget (Section 2f)
• Require reports, data, and investigations (Section 2g)
• Acquire property (Section 2h)
• Borrow money, guaranteed by the government (Section 2i)
• Perform other acts for enforcement (Section 2j)
Funding and Contributions
• Initial appropriation of One Million Pesos from the General Fund (Section 3)
• Solicit and receive contributions, donations, gifts, and properties from private persons and government agencies (Section 3)
• Contributions and donations are tax-deductible (Section 3)
• Funds specified in Sec. 22(b) of Republic Act No. 3518, as amended by Presidential Decree No. 236, shall be paid in cash to and administered by the Commission, with provisions for timely release to the Board of Trustees of Veterans of World War II (Section 3)
• Earnings from investments shall benefit only the cestui que trust of the Board of Trustees (Section 3)

PRESIDENTIAL DECREE No. 359 December 30, 1973
AMENDING PRESIDENTIAL DECREE NO. 244 ISSUED ON THE 12TH DAY OF JULY NINETEEN HUNDRED AND SEVENTY THREE
WHEREAS, in the continuing study being undertaken aimed at increasing the capacity of the government to provide adequate services for the benefit of Philippine veterans and ex-servicemen and their dependents it has been found that there is a need to incorporate certain amendments to Presidential Decree No. 244 issued on July 12, 1973 to boost the assistance potential of the government;
WHEREAS, said study has determined additional tangible and justifiable forms of assistance that can be extended to intended beneficiaries;
WHEREAS, said study likewise has determined necessary additional powers and funds of the Commission to enhance its effectiveness in carrying out its functions.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution as Commander-in-Chief of all Armed Forces of the Philippines, and pursuant to Proclamation No. 1081, dated September 21, 1972, General Order...
