I. Increase in Annual Registration Fees for Private Automobiles (Section 1)
- Fees based on shipping/factory weight:
• 1000 kilos or less: P110
• 1001 to 1,500 kilos: P200
• 1501 to 2,000 kilos: P385
• 2001 kilos and above: P630
- Sports cars (regardless of weight): P1,000
- Private jeeps and jeepneys (regardless of weight): P110
II. Ad Valorem Tax on Private Passenger Automobiles (Section 2)
- Imposed annually in addition to registration fee
- Based on a schedule of values fixed by the Secretary of Finance
- Rates:
• Sports cars (regardless of weight): 1.5%
• Extra heavy automobiles (2001 kilos and over): 1.5%
• Heavy automobiles (1501-2000 kilos): 1%
• Light automobiles (1001-1500 kilos): 0.75%
• Bantam automobiles (1000 kilos or less): 0.5%
• Private jeeps and jeepneys (regardless of weight): 0.5%
III. Collection and Remittance of Ad Valorem Tax (Section 3)
- Collected by Land Transportation Commission as deputy of Commissioner of Internal Revenue
- Proceeds remitted to Treasurer of the Philippines within 10 days after end of each month
IV. Other Provisions
- Fees for motor vehicles for hire are 60% higher than private vehicles (Section 1)
- Fees for diesel-oil-consuming vehicles are 50% higher (Section 1)
- Fees for registration of dealer's number plates (Section 1)
- Exemptions for government motor vehicles and certain off-road vehicles (Section 1)
- Maximum allowable gross weight determined by Commissioner of Land Transportation (Section 1)
- Installment payments allowed for trucks (Section 1)
- Rules and regulations to be promulgated by Secretary of Finance (Section 4)
- Repeals inconsistent laws (Section 5)
- Effective date: January 1, 1976 (Section 6)

PRESIDENTIAL DECREE No. 843 January 1, 1976
AMENDING REPUBLIC ACT NO. 4136, AS AMENDED, OTHERWISE KNOWN AS THE LAND TRANSPORTATION AND TRAFFIC CODE BY INCREASING THE ANNUAL REGISTRATION FEE ON PRIVATE AUTOMOBILES AND IMPOSING AN AD VALOREM TAX THEREON, AND FOR OTHER PURPOSES
WHEREAS, as a result of the increase in the price of oil, the cost of petroleum imports has risen from P2.2 billion in 1972 to P7.2 billion in 1974, thus adversely affecting the country's balance of payments position;
WHEREAS, there is need to discourage uneconomic consumption of fuel;
WHEREAS, there is also need for additional revenue to support economic development.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree the following:
Section 1. Section 8 of Republic Act No. 4136, as amended is hereby amended to read as follows:
"Sec. 8. Schedule of Registration Fees. Except as otherwise specifically provided in this Act, each application for the registration of...
