AMENDING REPUBLIC ACT NUMBERED FIFTY-FOUR HUNDRED AND NINETY-NINE, ENTITLED "AN ACT AUTHORIZING THE CONSTRUCTION OF THE UPPER PAMPANGA RIVER PROJECT, PROVIDING FOR THE FINANCING THEREOF, AND FOR OTHER PURPOSES"
WHEREAS, there were pending before Congress prior to the promulgation of Proclamation No. 1081 dated September 21, 1972, certain priority measures vital to the national development program of the Government, and which were duly certified by the President as urgent measures:
WHEREAS, one of these priority measures is a proposed amendment to Republic Act No. 5499, entitled "An Act Authorizing the Construction of the Upper Pampanga River Project, Providing for the Financing Thereof and for Other Purposes".
WHEREAS, there is a need to grant authority to the National Irrigation Administration to undertake studies for bankable proposals to extend the benefits of the Upper Pampanga River Project to the Provinces of Pangasinan, Tarlac, Pampanga and Bulacan by harnessing tributaries of the Pampanga River, ground water resources and other river basins;...

Amends Republic Act No. 5499 on the Upper Pampanga River Project
- Authorizes the construction of the Upper Pampanga River Project (Section 1)
- Purpose: irrigation, power generation, flood regulation, water supply, and related uses
- Includes feasibility studies to extend benefits to Pangasinan, Tarlac, Pampanga, and Bulacan provinces by harnessing tributaries, groundwater, and other river basins (Section 1)
- Appropriates 400 million pesos for the National Irrigation Administration (NIA) to finance local currency costs of the project (Section 2)
- Release schedule: 9 million pesos (FY 1969-1970), 31 million pesos (FY 1970-1971), 80 million pesos (FY 1971-1972), 120 million pesos (FY 1972-1973), 100 million pesos (FY 1973-1974), 60 million pesos (FY 1975)
- Releases may be adjusted based on actual project requirements
- Releases from the general fund may be reduced by proceeds from bond issues under Republic Act No. 4861
- Allocates up to 20 million pesos from the 400 million pesos for loans to displaced inhabitants (Section 7-A)
- Loans for housing, subsistence, farm development, implements, work animals, and other necessary purposes
- Loans administered by NIA, repayable within 15 years without interest
- NIA to prescribe and promulgate rules and regulations within 90 days
- Immediate effectivity (Section 4)
