M a n i l aPRESIDENTIAL DECREE No. 1363
AMENDING SECTION 18, 25 AND 39 OF REPUBLIC ACT NO. 5921, MORE COMMONLY KNOWN AS THE PHARMACY LAW.
WHEREAS, there is a need to amend Sections 18, 25 and 39 of the Pharmacy Law to give all Filipinos equal opportunities in the pursuit of the pharmacy profession and in the sale of medicine and drugs;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution in order to clarify Sections 18, 25 and 39 of Republic Act No. 5921, do hereby order and decree:
Section 1. Section 18 of Republic Act No. 5921 is hereby amended to read as follows:
"Sec. 18. Candidate for board examination. A candidate for the board examination in Pharmacy shall have the following qualifications:
"(a) He shall be a citizen of the Philippines;
"(b) He shall be of good moral character;
"(c) He shall have completed an internship

Presidential Decree No. 1363
Summary of Presidential Decree No. 1363 Amending the Pharmacy Law
Qualifications for Pharmacist Board Examination (Section 1):
- Be a Filipino citizen
- Be of good moral character
- Complete 960-hour internship program:
• 480 hours equally distributed in prescription pharmacy, pharmaceutical manufacturing lab, and hospital pharmacy (Section 18(c))
• Remaining 480 hours in any of the above establishments (Section 18(c))
- Graduate with a Bachelor of Science in Pharmacy or equivalent degree from an accredited school after completing at least 5 academic years (Section 18(d))
- Certificates may be issued to examinees who acquired Philippine citizenship by election or naturalization (Section 1 proviso)
Sale of Medicines and Drugs (Section 2):
- Medicines, pharmaceuticals, drugs, and devices shall only be sold through prescription drugstores or hospital pharmacies established under this law (Section 25)
- Drug manufacturers, importers, and wholesalers shall only sell to retail drugstores, hospital pharmacies, or other drug wholesalers under supervision of registered pharmacists (Section 25)
Requirements for Opening Drugstores and Pharmacies (Section 3):
- Minimum requirements shall be prescribed by the Food and Drug Administration (Section 39)
- Application for retail drugstore must be signed by a Filipino registered pharmacist as owner or supervising pharmacist (Section 39)
