Summary of Presidential Decree No. 446Amending Section 4 of Republic Act No. 4155 on Importation of Foreign Leaf Tobacco
- Allows importation of foreign leaf tobacco for blending purposes by bona fide cigarette manufacturers owned or controlled by Filipino citizens. (Section 4)
- Importation ratio: Not more than 1 kg of imported foreign leaf tobacco for every 4 kg of local Virginia leaf tobacco purchased. (Section 4)
- Annual importation limit: Not exceeding 6 million kg, unless exigencies of the industry require otherwise. (Section 4)
- Tariff or tax: 100% of landed cost, but not less than P10.00 per kg of imported foreign tobacco, irrespective of grade and cost. (Section 4)
- Importation is subject to limitations, requirements, rules, and regulations promulgated by the Philippine Virginia Tobacco Administration. (Section 4)
- Purpose: To improve the quality of locally made cigarettes and lessen the cost for consumers due to rising prices of foreign leaf tobacco. (Whereas clauses)

PRESIDENTIAL DECREE No. 446 May 7, 1974
AMENDING SECTION 4 OF REPUBLIC ACT NO. 4155, AS AMENDED
WHEREAS, the prices of foreign leaf tobacco which is a necessary ingredient in the manufacture of quality cigarettes are steadily rising;
WHEREAS, there is urgent need for effective measures to lessen the cost of locally manufactured cigarettes and to protect the consuming public who would eventually be made to pay for the increase on the costs;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby decree and order that Section 4 of Republic Act No. 4155, as amended by Presidential Decree No. 62, be further amended to read as follows:
"Sec. 4. Importation of foreign leaf tobacco only for blending purposes. No person will import leaf tobacco except as herein provided. When the Philippine Virginia Tobacco Administration Board believes that it is necessary to improve the quality of locally made cigarettes and there are no sufficient stocks of...
