- Requires all public officers, government officials, and employees to:
• File a sworn statement of assets and liabilities within 30 days of assuming office. (Section 1)
• File a sworn statement annually in January, detailing:
• Amounts and sources of income for the preceding calendar year. (Section 1)
• Personal and family expenses for the preceding calendar year. (Section 1)
• Income taxes paid for the preceding calendar year. (Section 1)
• File a sworn statement upon expiration of term, resignation, or separation from office. (Section 1)
- Statements to be filed with:
• The corresponding Department Head for public officers. (Section 1)
• The Office of the President for Department Heads or Chiefs of independent offices. (Section 1)
- Exception for public officers assuming office less than 2 months before year-end:
• May file the first statement in January of the following year. (Section 1)
- Effective date:
• The provisions shall take effect beginning January 1976 for statements pertaining to calendar year 1975. (Section 2)

PRESIDENTIAL DECREE No. 677 March 31, 1975
AMENDING SECTION 7 OF REPUBLIC ACT NO. 3019, AS AMENDED, OTHERWISE KNOWN AS THE ANTI-GRAFT AND CORRUPT PRACTICES ACT.
WHEREAS, the program of reform in the government under the New Society has been endorsed overwhelmingly by the people in the referendum held on February 27, 1975; and
WHEREAS, as a continuing instrument of the reform program and in consonance with the dictum that the life of a public officer is an open book and subject to scrutiny, all government officials and employees must account at frequent intervals their financial position in order that they will be beyond suspicion and reproach.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree and order that
Section 1. Section 7 of Republic Act No. 3019, as amended, is further amended to read as follows:
