- Whereas the P75,700,000 allocated for Irrigation under Annex I, Item D of Presidential Decree No. 3 is not realistically distributed among various irrigation projects or systems, and only P7,000,000 is earmarked for other unspecified projects, giving insufficient flexibility. (Preamble)
- Whereas there is a need to amend Presidential Decree No. 3 to attain a more realistic allocation of funds for specified irrigation projects or systems and greater flexibility in allocating funds for unlisted yet urgent irrigation projects. (Preamble)
- Amends Section I, Annex I-D of Presidential Decree No. 3 to read as follows:
- Appropriates P75,700,000 for Irrigation, distributed as:
1. P35,700,000 for rehabilitation and reconstruction of national irrigation systems. (Section 1, Annex I-D)
2. P20,000,000 for construction, rehabilitation, and reconstruction of communal irrigation projects and systems. (Section 1, Annex I-D)
3. P20,000,000 for pump irrigation systems procurement of equipment and accessories, pre-engineering construction and rehabilitation of existing systems. (Section 1, Annex I-D)
- This amendatory Decree shall take effect immediately. (Section 2)

AMENDING SECTION I, ANNEX I-D OF PRESIDENTIAL DECREE NO. 3 "APPROPRIATING FUNDS FOR PUBLIC WORKS INVOLVING REHABILITATION AND CAPITAL DEVELOPMENT, SYNCHRONIZING THE SAME WITH PREVIOUS PUBLIC WORK APPROPRIATIONS"
WHEREAS, Presidential Decree No. 3, appropriating funds for Public Works involving rehabilitation and capital development, synchronizing the same with previous Public Works appropriations, was adopted on September 26, 1972, for the rehabilitation and reconstruction of damaged infrastructure facilities due to the recent calamities so as to bring about normality in the economic and social activities of the people;
WHEREAS, in addition to rehabilitation and reconstruction, development efforts must be carried on with even greater emphasis to avoid economic stagnation, the implementation and undertaking of which would also require the availment of financial assistance preferred by international lending institutions and other governments;
WHEREAS, the amount of P75,700,000.00 is allocated for Irrigation under Annex I, Item D, distributed among the various irrigation projects or systems, in specified sums, which distribution does not realistically jibe with the...
