Reorganization of Existing Divisions
- Cash Section and Liquidation Section made into separate divisions (Section 5)
- Collection Division abolished (Section 5)

Increase in Positions
- 145 new positions created (Section 6)
    - 45 in Operation and Enforcement Group
    - 30 in Radio Communications Group
    - 70 in Customs Police Group

Appropriations
- ₱800,000 appropriated for the new positions (Section 6)
- ₱200,000 appropriated for equipment, supplies, and materials for Customs Laboratory and Radio Communications units (Section 6)

Other Provisions
- Repeals or modifies inconsistent laws, decrees, rules, and regulations (Section 7)
- Takes effect immediately along with Presidential Decree No. 1 insofar as it affects the Bureau of Customs (Section 8)
