AMENDING THE NINETEEN HUNDRED SEVENTY-THREE APPROPRIATION ACT BY ELIMINATING THE PROVISO IN SECTION FIVE, SUBSECTION TWENTY, GENERAL PROVISIONS
WHEREAS, Congress is passing the Nineteen Hundred Seventy Three General Appropriation Bill (H.B. No. 4900) has inserted a proviso in Section Five, Subsection Twenty of the General Appropriations, which reads:
"(20) for the improvement of the life, living conditions and social economic opportunities of the National Minorities: PROVIDED, That the implementation of these objectives shall be under the control and supervision of the Commission on National Integration P2,000,000"
WHEREAS, the proviso would place at the disposal of the Commission on National Integration the use of savings for purposes not originally contemplated to be undertaken by said Commission, and will if allowed to remain, affect the effective control, latitude and discretion given to the President in dealing with the affairs of the nation pursuant to General Order No. 1 dated September 22, 1972, in conjunction with Proclamation No. 1081, issued on...

Elimination of Proviso in the 1973 Appropriation Act
- Deletes the proviso in Section 5, Subsection 20 of the 1973 Appropriation Act, which states: "PROVIDED, That the implementation of these objectives shall be under the control and supervision of the Commission on National Integration P2,000,000."
- The proviso would have placed the use of savings for purposes not originally intended under the control of the Commission on National Integration.
- This would affect the President's effective control and discretion in dealing with national affairs, as granted by General Order No. 1 and Proclamation No. 1081.
- The proviso would have placed the Office of the Presidential Assistant on National Minorities, a cabinet-level position, in a subordinate position to the Commission on National Integration.
- The proviso may have caused misunderstanding.
- The President, as Commander-in-Chief of the Armed Forces, and pursuant to Proclamation No. 1081 and General Order No. 1, decrees the proviso deleted and of no effect.
- The decree takes effect immediately and becomes part of the law of the land.
