- Background:
    - Presidential Decree No. 1196 was issued to accelerate the development of a neglected area at the foot of the Sierra Madre Mountains in Bulacan.
    - The new municipality of Doña Remedios Trinidad is envisioned to be a model municipality with assistance from various government agencies.
    - The municipality entered into agreements with the Ministry of Human Settlements, Bureau of Lands, Bureau of Forest Development, and Bureau of Mines.
    - The implementation of development programs is gaining momentum and should not be disrupted.

Provisions:

- Section 3 of Presidential Decree No. 1196 is amended as follows (Section 1):
    - The present elective and appointive provincial officials of Bulacan shall perform their duties as ex-officio officials in the newly created Municipality of Doña Remedios Trinidad until municipal officials are appointed.
    - The Barangay Captains of the seven barangays absorbed by the new municipality shall be appointed by the President as members of the Municipal Sangguniang Bayan.
    - The remaining members of the Municipal Sangguniang Bayan shall be selected from different sectors of the private group.
    - The appointed elective officials shall hold office until their successors are elected in a special election ordered or decreed by the President, unless sooner removed by him.
    - Appointive officers and employees necessary to organize and complete the government personnel of the Municipality of Doña Remedios Trinidad shall be appointed as provided for under existing laws.

- The Decree shall take effect immediately (Section 2).
