Amending the Revised Population Act of 1971

- Provides for the composition of the Board of Commissioners of the Commission on Population (POPCOM):
• The Board shall be composed of the following members (Sec. 8):
    • Secretary of Education and Culture
    • Secretary of Health
    • Secretary of Social Welfare
    • Dean of the University of the Philippines Population Institute
    • Director-General of the National Economic and Development Authority
    • Four members from the private sector appointed by the President based on competence, long-standing interest and experience in population control studies and programs, and related sciences. Each private sector member shall serve for a term of three years from the date of appointment.

- The Board shall exercise all functions and powers of POPCOM (Sec. 8).

MALACAÑANGM a n i l a PRESIDENTIAL DECREE No. 166 March 31, 1973 AMENDING THE REVISED POPULATION ACT OF NINETEEN HUNDRED AND SEVENTY-ONE WHEREAS, the present strength of the population program of the Government ownes a great deal to the involvement and participation of the private sector; and WHEREAS, there is a necessity to give the private sector representation in the formulation of vital policies connected with the program; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines, and pursuant to Proclamation No. 1081 dated September 21, 1972, and General Order No. 1 dated September 22, 1972, do hereby amend Section 6 of Presidential Decree No. 79 dated December 8, 1972, entitled "Revising the Population Act of Nineteen hundred and seventy-one," to read as follows: "Sec. 8.
