COMMONWEALTH ACT No. 32

AN ACT PROVIDING FOR THE SUBDIVISION AND SALE OF ALL THE PORTIONS OF THE FRIAR LANDS ESTATES REMAINING UNDISPOSED OF

Section 1. As soon as practicable, the Director of Lands, under the direction of the Secretary of Agriculture and Commerce,1 shall proceed with the subdivision of all the lands acquired by the Government under the provisions of Act Numbered Eleven hundred and twenty, known as the "Friar Lands Act", as amended, and still undisposed of, and shall sell the same, as provided in said Act, at the original prices fixed when said lands were for the first time offered for sale, to purchasers who are not disqualified to acquire public lands and who, at the time of the sale, are not delinquent in the payment of any installment price or interest in accordance with said Act. Subdivision and Sale of Remaining Friar Lands Estates

- Subdivision and Sale of Undisposed Friar Lands (Section 1)
• The Director of Lands shall subdivide and sell the remaining undisposed Friar Lands acquired under the "Friar Lands Act".
• The lands shall be sold at the original prices when first offered for sale.
• Purchasers must not be disqualified from acquiring public lands or delinquent in payments.
• Accrued interests on the original prices are cancelled.

- Preference for Actual Occupants and Payment Terms (Section 2)
• Purchasers have 10 years to pay the purchase price in 10 equal installments with 4% annual interest. (Section 2)
• Actual and bona fide occupants of up to 10 hectares shall be given preference to purchase the occupied portion at a price fixed by the Director of Lands. (Section 2)
• Lands cannot be encumbered or alienated for 5 years after issuance of title, except to the government, banking corporations, or for temporary improvements/crops. (Section 2)
• Conveyances are subject to repurchase by the original purchaser or heirs within 5 years. (Section 2)
• Contracts violating Section 2 shall cause reversion of property and forfeiture of payments to the state. (Section 2)
• The above provisions do not apply to Friar lands in cities acquired by purchasers under Section 2. (Section 2)

- Effectivity (Section 3)
• The Act shall take effect upon approval. (Section 3)
