Participatory Guarantee System (PGS)
• Serves as the mechanism for certifying small farmers/fisherfolk and their farms/associations/cooperatives as engaged in organic agriculture. (Section 10)
• Core PGS groups must have at least five members from different farms and be accredited by BAFS. (Section 10)
• Municipal/city PGS groups composed of representatives from core PGS groups and agricultural institutions. (Section 10)

Registration and Labeling

Appropriations
• One billion pesos (P1,000,000,000.00) annually allocated for the National Organic Agriculture Program, with specific percentages for shared facilities, seeds/planting materials, extension and training, socialized credit, irrigation, research and development, and marketing and promotion. Penal Provisions and Penalties
• Penalties for willfully and deliberately mislabeling or falsely claiming a product as organic, including imprisonment, fines, and dismissal from government service. (Section 19)
• Penalties for OCBs found to have issued certification to non-compliant farms or producers, including written warning and suspension of accreditation. (Section 19)
Implementing Rules and Regulations

SECTION 1. Section 2 of Republic Act No. 10068, otherwise known as "An Act Providing for the Development and Promotion of Organic Agriculture in the Philippines and for Other Purposes," is hereby amended, to read as follows:
"SEC. 2. Declaration of Policy. — It is hereby declared the policy of the State to promote, propagate, develop further and implement the practice of organic agriculture in the Philippines that will cumulatively condition and enrich the fertility of the soil, increase farm productivity and farmers' incomes, reduce pollution and destruction of the environment, prevent the depletion of natural resources, encourage the participation of indigenous organic farmers in promoting their sustainable practices, further protect the health of farmers, consumers, and the general public, save on imported farm inputs and promote food self-sufficiency.
