- Assistance extended only to Filipino citizens.
Forms of Assistance to Students (Section 4):
- Tuition fee supplements for private high school students, including vocational/technical courses. (Section 5)
- High School Textbook Assistance Fund for textbook purchase. (Section 6)
- Expansion of Educational Service Contracting (ESC) Scheme for government to shoulder tuition and fees. (Section 7)
- Voucher system of Private Education Student Financial Assistance (PESFA) Program for college freshmen. (Section 8)
- Scholarship grants for valedictorians and salutatorians. (Section 8)
- Tuition fee supplements for students in private colleges and universities. (Section 9)
- Education Loan Fund ("Study Now, Pay Later Plan") for educational loans. (Section 10)
Assistance to Teachers and Faculty (Section 4):
- In-service Training Fund (Inset Fund) for upgrading knowledge and teaching competencies of private high school teachers. (Section 12)
- College Faculty Development Fund for scholarships and training of private college/university faculty. (Section 13)
Teachers' Salary Subsidy Fund (Section 14):
- Subsidy for private high school teachers, not exceeding 80% of public school teacher salary.
- Subsidy not exceeding any future public school teacher salary increase.
- Subsidy provided through voucher system, reimbursed directly to teachers.
- Priority for married teachers supporting a family if funds are insufficient.
Program Administration/Rules and Regulations (Section 15):
- State Assistance Council responsible for policy guidance, monitoring, evaluation, and rule promulgation.
- DECS, TESDA, and CHED responsible for day-to-day administration and implementation.
- Council headed by DECS Secretary as Chairperson, CHED Chairperson and TESDA Director-General as Co-Chairpersons, and representatives from various agencies and sectors.
Appropriations (Section 16):
- Funds provided in annual General Appropriations Act.
- P1 billion appropriated under General Appropriations Act of 1998.
- Funds constituted as a trust fund administered by State Assistance Council.
Penalties (Section 17):
- Institutions violating provisions may be barred from participating in or benefiting from the programs.
- Administrative and criminal charges may be filed against responsible officers.
Repealing Clause (Section 18):
- Repeals or modifies inconsistent laws, decrees, and regulations, particularly Presidential Decree Nos. 932 and 1371.
Separability Clause (Section 19):
- If any provision is declared unconstitutional, other provisions remain valid and effective.
Effectivity Clause (Section 20):
- Act takes effect immediately upon publication in English and Filipino newspapers of general circulation.
- Implementation of new assistance programs effective in the school year of the succeeding fiscal year within which appropriations are approved.

AN ACT AMENDING REPUBLIC ACT NO. 6728, OTHERWISE KNOWN AS "AN ACT PROVIDING GOVERNMENT ASSISTANCE TO STUDENTS AND TEACHERS IN PRIVATE EDUCATION AND APPROPRIATING FUNDS THEREFOR," ESTABLISHING A FUND FOR THE PURPOSE OF SUBSIDIZING SALARIES OF PRIVATE SCHOOL TEACHERS, AND APPROPRIATING FUNDS THEREFOR
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled::
Section 1. Republic Act No. 6728, otherwise known as the "Government Assistance to Students and Teachers in Private Education Act," is hereby amended to read as follows
"Sec. 1. Title. – This Act shall be known as the 'Expanded Government Assistance to Students and Teachers in Private Education Act.'
