REPUBLIC ACT No. 10390
AN ACT AMENDING REPUBLIC ACT NO. 7306, ENTITLED "AN ACT PROVIDING FOR THE ESTABLISHMENT OF THE PEOPLE’S TELEVISION NETWORK, INCORPORATED, DEFINING ITS POWERS AND FUNCTIONS, PROVIDING FOR ITS SOURCES OF FUNDING AND FOR OTHER PURPOSES"
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
TITLE I. – GENERAL PROVISIONS
Section 1. Title. – This Act shall be known as "An Act Revitalizing the People’s Television Network, Incorporated".
Section 2. Section 2 of Republic Act No. 7306 is hereby amended to read as follows:
"SEC. 2. Declaration of Policies. – In consonance with the Constitutional recognition of the vital role of communication and information in nation-building, and the important aspect played by the broadcasting industry, it is hereby declared as the policy of the State to:
"(a) Fully develop communication structures suitable to the needs...

Summary of Republic Act No. 10390 (An Act Revitalizing the People's Television Network, Incorporated)
Declaration of Policies (Section 2):
- Develop communication structures suitable for the nation's needs
- Prioritize education, science, technology, arts, culture, and sports
- Develop broadcasting industry for Filipino nationalism, culture, and values
- Harness government and private sector resources for broadcasting
- Maintain a broadcast system for participative democracy and effective government information
- Encourage balanced programs on education, entertainment, culture, public affairs, and sports
- Provide quality alternative programs for moral upliftment
Domicile and Offices (Section 5):
- Principal office in Metro Manila
- May establish offices, branches, and stations nationwide
- President to identify lands for main broadcast center and major provincial stations
Powers of the Network (Section 8):
- Acquire, purchase, receive, hold, convey, sell, lease, pledge, mortgage properties (Section 8(e))
- Raise, borrow, or obtain funds, subject to Monetary Board approval (Section 8(h))
Functions of the Network (Section 9):
- Provide subsidized airtime to legitimate people's organizations and NGOs (Section 9(e))
Board of Directors (Section 10):
- 5 members appointed by the President from GCG shortlist
- 2 from government sector, 2 from private sector (1 with broadcasting experience), 1 from educational sector
Advisory Council (Section 10-A):
- 7 members with expertise in fields like cinema, culture, arts, print, and broadcast
- Recommend policies on operations, programming, broadcasting, production, and management
- Serve 1-year term on voluntary basis
Term of Board Members (Section 12):
- 1-year term, subject to reappointment by the President
- Meet at least twice a month
Network General Manager (Section 14):
- Elected from among Board members
- Chief Operating Officer responsible for administration and management
- Subject to disciplinary powers of the Board
Program Standards (Section 16):
- Code of Standards to cover news, public affairs, public service, education, children's programs, agriculture, women and youth issues, local and foreign programs, trade and industry programs, and programs inspiring nationalism
Use of Blocktimers (Section 17):
- Allowed but limited to education, sports, tourism, quality entertainment, and public interest programs
- Network assumes liability for content of blocktimer programs
Capitalization (Section 18):
- Authorized capital stock of ₱6 billion divided into 6 million shares at ₱1,000 par value
- ₱2 billion from privatization proceeds of RPN 9 and IBC 13
- ₱3 billion to be appropriated under General Appropriations Act
Revenue Generation (Section 19):
- Allowed to generate funds from advertising and airtime sales
- Fees and revenues retained for operations and capital expenditure
Exemption from Republic Act No. 7656 (Section 19-A):
- President may adjust percentage of annual net earnings to be remitted to National Treasury
- Remaining unremitted earnings used for operations and capital expenditures
Tax Exemptions (Section 21-A):
- Gifts and donations to the Network exempt from donor's tax
- Considered allowable deduction from donor's gross income up to 100% of donation value
- Donations used for educational, cultural, and historical films and documentaries
Civil Service Law Coverage for Employees (Section 22):
- Hiring, appointment, promotion, disciplinary control, and terms of service consistent with Civil Service law
- Positions considered creative and artistic exempted from qualification standards and eligibility requirements
Salary Scale for Officials and Employees (Section 23):
- GCG to develop compensation and position classification system, subject to President's approval
Reorganization of the Network (Section 18):
- Board empowered to reorganize the Network within 90 days of Act's approval
- May abolish or create offices, transfer functions, equipment, properties, records, and personnel
- Institute cost-cutting and other related measures
- Subject to GOCC Governance Act of 2011
- Affected employees entitled to benefits
Separation and Retirement Benefits (Section 19):
- Separated employees due to reorganization entitled to 1 month salary for every year of government service
- Provided employee has rendered at least 1 year of service
Implementing Rules and Regulations (Section 20):
- PCOO to draft implementing rules and regulations within 90 days of effectivity
- In consultation with government and private sector stakeholders
