Summary of Republic Act No. 9342 Amending Republic Act No. 8996Nature and Scope of Franchise (Section 1):
- Grants End Time Mission Broadcasting Service, Inc. (the grantee) a franchise to construct, install, establish, operate and maintain radio and television broadcasting stations in the Philippines for religious, educational and commercial purposes.
- Allows the use of microwave, satellite or any new technologies for broadcasting, including auxiliaries, facilities, special broadcast services, and relay stations.
Tax Provisions (Section 9):
- The grantee shall be subject to payment of all taxes, duties, fees, charges and other impositions under the National Internal Revenue Code of 1997, as amended, and other applicable laws.
- Specific tax exemptions, incentives or privileges granted under relevant laws shall not be repealed.
- The grantee shall enjoy all rights, privileges, benefits and exemptions accorded to existing and future broadcasting stations.
- The grantee shall file tax returns and pay taxes to the Commissioner of Internal Revenue or authorized representative in accordance with the National Internal Revenue Code.
Dispersal of Ownership (Section 13):
- To encourage public participation in public utilities, the grantee shall offer at least 30% of its outstanding capital stock or a higher percentage as provided by law in any securities exchange in the Philippines within 5 years from achieving the status of a "national broadcasting network".
- A "national broadcasting network" is defined as one that operates three or more radio and/or television stations.
- Non-compliance with the ownership dispersal requirement shall render the franchise ipso facto revoked.
Other Provisions:
- Renumbering of sections in Republic Act No. 8996 (Section 4).
- Amendment of the title of Republic Act No. 8996 to include "commercial purposes" (Section 5).
- Effectivity clause requiring publication in at least two newspapers of general circulation in the Philippines within 15 days from the date of approval (Section 6).

AN ACT AMENDING REPUBLIC ACT NO. 8996, ENTITLED "AN ACT GRANTING THE END TIME MISSION BROADCASTING SERVICE, INC. A FRANCHISE TO CONSTRUCT, INSTALL, ESTABLlSH, OPERATE AND MAINTAIN FOR RELIGIOUS, EDUCATIONAL AND NON-COMMERCIAL PURPOSES RADIO AND TELEVISION BROADCASTING STATIONS ANYWHERE IN LUZON"
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. Section 1 of Republic Act No. 8996 is hereby amended to read as follows:
"SECTION 1.
