Summary of Republic Act No. 1535

Prohibitions and Penalties:
- It is unlawful to knowingly possess, sell, or distribute fish or aquatic animals stupefied, disabled, or killed by dynamite, explosives, or toxic substances. (Section 1)
- Fishermen possessing, selling, or distributing such fish/animals are presumed to have knowledge of the violation. (Section 1)

Penalties for Violations:
- If the total value does not exceed ₱100: fine of ₱100-₱500, imprisonment of 1-6 months, or both. (Section 2a)
- If the total value exceeds ₱100: fine of ₱200-₱1,000, imprisonment of 2-12 months, or both. (Section 2b)

Buyer's Responsibilities:
- Buyers who knowingly receive such fish/animals are punishable under Section 2, unless they denounce the vendor before apprehension. (Section 3)
- Buyers must denounce the violation to authorities within 48 hours of discovery, or face penalties under Section 2a, regardless of value. (Section 3)

Law Enforcement and Sampling:
- Authorized officers who fail to investigate or prosecute violations, or hinder the process, shall be removed/suspended and punished as co-principals. (Section 4)
- Authorized officers can take up to 1 kg of samples for examination, issuing a receipt with details. (Section 4)
- If samples are found legal, the owner shall be paid the market value by the government agency. (Section 4)
- Officers who fail to submit samples for examination or provide a report within 10 days face fines up to ₱500, imprisonment up to 6 months, or both. (Section 4)
