REPUBLIC ACT No. 424
AN ACT APPROPRIATING FUNDS FOR THE OPERATION OF THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES DURING THE PERIOD FROM JULY ONE, NINETEEN HUNDRED AND FORTY-NINE TO JUNE THIRTY, NINETEEN HUNDRED AND FIFTY, AND FOR OTHER PURPOSES
Section 1. Out of any funds in the National Treasury not otherwise appropriated, the following sums are hereby appropriated for the operation of the Government of the Republic of the Philippines during the period from July one, nineteen hundred and forty-nine to June thirty, nineteen hundred and fifty, as provided in Executive Order Nos. 225, 226, 239 and 240, series of 1949:
A. The several sums appropriated in RepublicAct Numbered Three hundred and twenty forthe same purposes, services, and activities thereinspecified, all the provisions of the said Act beinghereby reenacted and made a part hereof (ExecutiveOrder No. 225, series of 1949 P232,300,297.00 B. The following sums, or so much thereofas may be necessary, for the several purposes, servicesand activities established by laws hereinafter mentioned,all the special and general provisions of Republic ActNumbered Three hundred... Appropriations:
- Section 1A: Reenacts and appropriates the sums specified in Republic Act No. 320 for the same purposes, services, and activities therein (P232,300,297.00).
- Section 1B: Appropriates funds for various purposes and activities established by laws, including:
1. Operation and maintenance of the national agricultural school in Occidental Negros (P289,500.00) - Republic Act No. 43 [Section 1B.1]
2. Additional personnel for the Bureau of Commerce for enforcing the Bonded Warehouse Act (P10,000.00) - Republic Act No. 247 [Section 1B.2]
3. Locating and evaluating mineral deposits for industrial development (P200,000.00) - Republic Act No. 249 [Section 1B.3]
4. Establishment and operation of customs service in San Fernando, La Union (P25,000.00) - Republic Act No. 284 [Section 1B.4]
5. Judiciary Act of 1948 (P305,513.33) - Republic Act No. 296 [Section 1B.5]
6. Establishment and maintenance of a national junior agricultural high school in Bunawan, Agusan (P50,000.00) - Republic Act No. 301 [Section 1B.6]
7. Maintenance of various agricultural schools (P400,000.00) - Republic Act No. 303 [Section 1B.7]
8. Registration of claims of government officers and employees for salaries during enemy occupation (P50,000.00) - Republic Act No. 304 [Section 1B.8]
9. Establishment of a school of fisheries in Catbalogan, Samar (P50,000.00) - Republic Act No. 313 [Section 1B.9]
10. Increase in pay and allowances of enlisted men of the Philippine Constabulary (P1,960,000.00) - Republic Act No. 315 [Section 1B.10]
11. Increase in pay and allowances of enlisted men of the Armed Forces of the Philippines (P1,640,000.00) - Republic Act No. 315 [Section 1B.11]
12. Salaries, wages, and expenses of the Office of Special Attorneys (P375,000.00) - Republic Act No. 311, as amended by Republic Act No. 324 [Section 1B.12]
13. Reorganizing the Office of the Solicitor General (P29,400.00) - Republic Act No. 335 [Section 1B.13]
14. Salaries, wages, and expenses of the Capital City Planning Commission (P150,000.00) - Republic Act No. 333 [Section 1B.14]
15. Regulating the practice of chemical engineering (P2,000.00) - Republic Act No. 318 [Section 1B.15]
16. Operation and maintenance of additional classes in the Philippine Normal School (P99,500.00) - Republic Act No. 336 [Section 1B.16]
17. Operation and maintenance of the Pangasinan Normal School (P57,800.00) - Republic Act No. 336 [Section 1B.17]
18. Operation and maintenance of existing elementary classes (P33,698,988.00) - Republic Act No. 346 [Section 1B.18]
19. Adjustment of salaries of public school officials, teachers, and personnel of the Bureau of Public Schools (P12,000,000.00) - Republic Act No. 347 [Section 1B.19]
20. Establishment of municipal maternity and charity clinics (P1,000,000.00) - Republic Act No. 185 [Section 1B.20]
21. Adjustment of salaries of teachers and personnel in the Social Welfare Commission (P9,440.00) - Republic Act No. 312 [Section 1B.21]
- Section 1C: Appropriates funds for various purposes, including:
1. Continuing health work and activities undertaken by the United States Public Health Service (P300,000.00) [Section 1C.1]
2. Continuing quarantine work taken over from the United States Public Health Service (P200,000.00) [Section 1C.2]
3. Operation and maintenance of international air communications, navigation services, and radio aids taken over from the United States Government (P225,000.00) [Section 1C.3]
4. Operation and maintenance of the Weather Bureau stations taken over from the United States Government (P150,000.00) [Section 1C.4]
- Section 1D: Appropriates funds for expenses related to the national elections held on November 8, 1949 (P6,000,000.00).
Other Provisions:
- Section 2: Authorizes the continued operation and maintenance of motor vehicles transferred from the United States for health, sanitation, and quarantine work.
- Section 3: Ratifies Executive Orders Nos. 225, 226, 239, and 240 of 1949 and authorizes acts and disbursements made pursuant to them.
