Appropriations (Section 5):
- P10,000,000,000 appropriated from the National Treasury.
- Disbursement schedule:
    - From approval to December 31, 1993: P6,500,000,000 (at least P5,000,000,000 for resettlement and livelihood, P1,500,000,000 for infrastructure).
    - For 1994: P2,000,000,000.
    - For 1995: P1,500,000,000.
- Undisbursed amounts carried over to the succeeding year.
Mt. Pinatubo Assistance, Resettlement and Development Commission (Sections 6-9):
- Created to implement the Act, with a term of 6 years (extendable by 3 years).
- Attached to the Office of the President.
- Powers include formulating policies, determining lahar flow diversion areas, prioritizing and coordinating programs, entering into contracts, accepting grants and donations, monitoring progress, coordinating with officials and NGOs, and calling upon government agencies for assistance.
- Composed of 11 members appointed by the President, including 4 Cabinet members, 3 private sector representatives, the Executive Director, and ex officio members from related authorities.
- Executive Director appointed by the President as the chief executive officer.
Implementation (Section 10):
- Infrastructure projects undertaken by implementing government agencies through public bidding, administration, or negotiated contracts.
- Labor-based technology shall be used whenever suitable.
- Commission may seek assistance from Philippine National Red Cross and other relief agencies for aid, relief, resettlement, rehabilitation, and livelihood services.

- Commission shall submit detailed quarterly reports to the President and Congress, including:
    - Funds allocated, released, obligated, and disbursed for aid, relief, resettlement, rehabilitation, livelihood services, list of beneficiaries and contractors, and evaluation of delivery systems.
    - Infrastructure projects, list of contractors, accomplishments, and percentage of completion.
    - List of local and foreign donors and their donations.
Joint Congressional Oversight Committee (Section 13):
- Composed of 5 senators and 5 representatives appointed by the Senate President and Speaker of the House, respectively.
- Co-chaired by a senator and a representative.
- Mandated to monitor the implementation of the Act.
Prohibition Against Running for Public Office (Section 14):
- Officers or employees of the Commission shall not be qualified to be candidates for public office in the next election following their resignation or separation.
Punishable Acts (Section 15):
- Taking advantage of the calamity by buying and selling relief goods intended for donation, misrepresenting the source of relief goods, or submitting or approving false or inflated claims.
- Penalties include fines of P50,000 to P1,000,000, imprisonment of 6 to 15 years, perpetual disqualification from public office if a public officer, and confiscation or forfeiture of prohibited interests.
- If the offender is a corporation, partnership, association, or other juridical entity, the penalty shall be imposed on the responsible officer(s).
- If the offender is an alien, deportation shall be imposed in addition to the penalties.
Rules and Regulations (Section 16):
- The President shall issue the necessary rules and regulations for the effective implementation of the Act within 10 days after the organization of the Commission.
Transfer of Operating Funds, Records, Assets and Liabilities (Section 17):
- All operating funds, records, properties, other assets, and liabilities of the Task Force on the Rehabilitation of Areas Affected by the Eruption of Mt. Pinatubo are transferred to the Commission.
Separability Clause (Section 18):
- If any provision is held unconstitutional or invalid, the other provisions shall remain in full force and effect.
Repealing Clause (Section 19):
- Any law, decree, or rules and regulations inconsistent with or contrary to the provisions of this Act are hereby amended or repealed.
Effectivity Clause (Section 20):
- This Act shall take effect upon its publication in at least two national newspapers of general circulation.

AN ACT APPROPRIATING THE SUM OF TEN BILLION PESOS FOR THE AID, RELIEF, RESETTLEMENT, REHABILITATION AND LIVELIHOOD SERVICES AS WELL AS INFRASTRUCTURE SUPPORT FOR THE VICTIMS OF THE ERUPTION OF MT. PINATUBO, CREATING THE MT. PINATUBO ASSISTANCE, RESETTLEMENT AND DEVELOPMENT COMMISSION, AND FOR OTHER PURPOSES
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled::
Section 1. Short Title. – This Act shall be known as the "Mt. Pinatubo Assistance, Resettlement and Development Fund."
Section 2. Declaration of Policy. – It is hereby declared the policy of the State to assist the victims in the communities damaged or destroyed or adversely affected by the eruption of Mt. Pinatubo and its aftereffects by extending to them aid, relief, resettlement, rehabilitation or repair and reconstruction of infrastructure to the end that life may return to normalcy at the earliest possible time and the development of Central...
