Disease-Free Areas and Animal Movement Regulation
- The Director can declare areas free from infection and establish districts to protect disease-free animals. (Section 3)
- The Director can prescribe rules to prevent animal movement across such districts, with the Secretary's approval. (Section 3)
- The Director can seize, quarantine, or regulate hay, straw, meat, hides, or animal products entering disease-free areas. (Section 3)
Quarantine Notice and Enforcement
- The Director shall give written notice to transportation companies and municipal presidents of quarantined areas. (Section 4)
- Municipal presidents shall notify residents of quarantined areas through public notices. (Section 4)

AN ACT AUTHORIZING THE ESTABLISHMENT OF QUARANTINES AND REGULATING THE MOVEMENT OF CATTLE WITHIN THE TERRITORY UNDER THE EXCLUSIVE LEGISLATIVE JURISDICTION OF THE PHILIPPINE COMMISSION.
By authority of the United States, be it enacted by the Philippine Commission, that:
Section 1. The Director of Agriculture1 is hereby authorized to declare under quarantine any province, island, municipality, barrio, township, settlement, parcel of land, or district of whatever size, in the territory under the exclusive legislative jurisdiction of the Philippine Commission2 when he shall determine the fact that there are domestic animals in such place or district which are infected with any infectious, contagious, and communicable disease; and he may require any animal infected with any such disease, or exposed to infection, to be placed under quarantine at such place and for such time as he may deem necessary to prevent the spread of such disease; and such animal, after due notice to the owner or person in charge, must be brought forthwith to any convenient place designated by the Director of Agriculture3 for...
