ACT No. 1285
AN ACT AUTHORIZING THE INCORPORATION OF THE SOCIETY FOR THE PREVENTION OF CRUELTY TO ANIMALS IN THE PHILIPPINE ISLANDS, DEFINING ITS POWERS AND PROVIDING FOR ITS GOVERNMENT.
By authority of the United States, be it enacted by the Philippine Commission, that:
Section 1. Anna L. Ide, Kate S. Wright, John L. Chamberlain, William F. Tucker, Mary S. Fergusson, Amasa S. Crossfield, Spencer Cosby, Stealy B. Rossiter, Richard P. Strong, José Robles Lahesa, Josefina R. de Luzuriaga, and such other persons as may be associated with them in conformity with this Act, and their successors, are hereby constituted and created a body politic and corporate at law, under the name and style of "The Philippines Society for the Prevention of Cruelty to Animals."
As incorporated by this Act, said society shall have the power to add to its organization such and as many members as it desires, to provide for and choose such officers as it may deem advisable, and in such manner as it may wish, and to remove...

Incorporation and Powers of the Society for the Prevention of Cruelty to Animals
- Incorporates the "Philippines Society for the Prevention of Cruelty to Animals" as a non-profit organization. (Section 1)
- Grants the society powers to: add members, elect officers, remove members, sue and be sued, use a common seal, receive donations and legacies, conduct fundraising activities, levy dues, hold property, and adopt bylaws. (Section 1)
Objectives of the Society
- Enforce laws related to cruelty to animals and animal protection in the Philippines. (Section 2)
- Alleviate the suffering of animals and promote their welfare. (Section 2)
Governance and Operations
- The society shall operate under its officers, bylaws, laws, and this charter. (Section 3)
- Authorized to appoint up to 10 agents in Manila and 1 agent per municipality to report animal cruelty violations to authorities and assist in prosecutions. (Section 4)
- Entitled to receive 50% of fines collected through its efforts for animal cruelty violations, to be used for its objectives. (Section 5)
- Principal office in Manila, with authority to establish branch offices. (Section 6)
Tax Exemption and Reporting
- Exempted from paying taxes on any income received, effective July 4, 1946. (Section 6-A)
- Required to submit an annual report of transactions to the President of the Philippines by July 1st each year. (Section 7)
