AN ACT AUTHORIZING THE PRESIDENT OF THE PHILIPPINES TO REORGANIZE WITHIN ONE YEAR THE DIFFERENT EXECUTIVE DEPARTMENTS, BUREAUS, OFFICES, AGENCIES AND OTHER INSTRUMENTALITIES OF THE GOVERNMENT, INCLUDING THE CORPORATIONS OWNED OR CONTROLLED BY IT
Section 1. Declaration of Policy. - It is declared to be the policy of Congress to promote simplicity, economy and efficiency, and to improve the service in the transaction of the public business in the departments, bureaus, agencies, boards, commissions, offices, and other instrumentalities of the Government, including all corporations owned or controlled by the Government by:
1. Limiting expenditures to the lowest amount consistent with the efficient performance of essential services, activities, and functions;
2. Eliminating duplication and overlapping of services, activities, and functions;
3. Consolidating services, activities and functions of a similar nature;
4. Abolishing services, activities, and functions not necessary to the efficient conduct of the Government; and
5. Defining and limiting executive functions, services and activities.

Declaration of Policy
Section 1
- The policy is to promote simplicity, economy, and efficiency in government operations by:
• Limiting expenditures to the lowest amount consistent with efficient performance of essential services, activities, and functions. (Section 1.1)
• Eliminating duplication and overlapping of services, activities, and functions. (Section 1.2)
• Consolidating services, activities, and functions of a similar nature. (Section 1.3)
• Abolishing services, activities, and functions not necessary for efficient government conduct. (Section 1.4)
• Defining and limiting executive functions, services, and activities. (Section 1.5)
Presidential Authority for Reorganization
Section 2
• The President is authorized to effect reforms and changes in executive departments, bureaus, offices, agencies, and other government instrumentalities, including government-owned or controlled corporations, for a period not exceeding one year from the date of approval of this Act. (Section 2)
• The President has the power to diminish, add to, or abolish existing entities and create new ones; consolidate related undertakings; transfer functions, appropriations, equipment, property, records, and personnel; eliminate duplicated services or authorize new ones; classify, combine, split or abolish positions; standardize salaries; and do whatever is necessary and desirable to effect economy and promote efficiency in the government service, within the limits of the total current appropriation. Rights of Affected Personnel

• Officers and employees whose positions are abolished or who may be separated from the service as a consequence of the reorganization shall not lose their civil service eligibility for a period of ten years from the date of their separation, nor their right to any gratuity which the Congress may provide. (Section 3)
• In case an office needs additional personnel, preference in the appointment shall be given to the officers or employees who may be separated from the service as a result of this reorganization and in accordance with the recommendation of the Commissioner of Civil Service. (Section 3)
Reporting and Validity

• Any action taken by the President pursuant to the provisions of this Act shall be immediately reported to Congress and shall be valid and subsisting until Congress shall provide otherwise. (Section 4)

• This Act shall take effect upon its approval. (Section 5)
