- Section 1 lists the following provincial roads in the First District of Northern Samar that are converted into national roads:
• Poblacion-Barangay Cabacungan Provincial Road in Allen (Section 1a)
• Poblacion-Barangay Bonifacio Provincial Road in Allen (Section 1b)
• Poblacion-Barangay Trujillo Provincial Road in Bobon (Section 1c)
• Circumferential Provincial Road in San Antonio (Section 1d)
• Imelda-Barangay La Trinidad Provincial Road in Mondragon (Section 1e)
• Poblacion – Gengarog – Tubigdanao – San Lorenzo – Bonglas – Mandugang Provincial Road in San Jose (Section 1f)
• Bugko – Nenita – Mirador – Cagpanit-an – De Maria – San Jose Provincial Road in Mondragon (Section 1g)
Funding and Implementation
- The Department of Public Works and Highways shall include the improvement, maintenance, and repair of the converted roads in its program (Section 2)
- Funding for the converted roads shall be included in the annual General Appropriations Act (Section 2)
Effectivity
- The Act took effect upon its approval on August 8, 2004 (Section 3)

AN ACT CONVERTING AND DECLARING CERTAIN ROADS NAMED HEREUNDER IN THE FIRST DISTRICT, PROVINCE OF NORTHERN SAMAR INTO NATIONAL ROADS AND PROVIDING FUNDS THEREFOR
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. The following roads in the First District of the Province of Northern Samar are hereby converted into national roads:
(a) Poblacion-Barangay Cabacungan Provincial Road in the Municipality of Allen;
(b) Poblacion-Barangay Bonifacio Provincial Road in the Municipality of Allen;
(c) Poblacion-Barangay Trujillo Provincial Road in the Municipality of Bobon;
(d) Circumferential Provincial Road in the Island Municipality of San Antonio;
(e) Imelda-Barangay La Trinidad Provincial Road in the Municipality of Mondragon;
