Academic Freedom and Institutional Autonomy
• Section 3: The University shall enjoy academic freedom and institutional autonomy as per the 1987 Philippine Constitution.
Curricular Offerings
• Section 4: The University shall offer undergraduate and graduate courses in its areas of specialization as determined by the Board of Regents to meet the needs of Maguindanao Province and Region XII. It shall maintain a reasonably-sized laboratory school under its College of Education.
Administration
• Section 5: The University shall have general corporate powers. Its administration and exercise of corporate powers shall be vested in the Board of Regents and the President.
The Governing Board
• Section 6: The governing board shall be the Board of Regents, composed of various members including the CHED Chairperson, University President, Congressional Committee Chairpersons, government agency directors, faculty, student and alumni federation presidents, and two prominent private sector citizens appointed by the Board.
Powers and Duties of the Board of Regents
• Section 7: The Board shall have various powers and duties including implementing policies, promulgating rules and regulations, receiving and appropriating funds, importing books and publications, receiving donations, fixing tuition and other fees, authorizing construction and repairs, appointing officials and employees, approving curricula and rules, setting admission and graduation policies, awarding honorary degrees, establishing branches and centers, establishing research and extension centers, providing fellowships and scholarships, delegating powers, authorizing audits, collaborating with other institutions, entering joint ventures, developing linkages, adopting modern teaching modes, setting guidelines for decision-making and transparency, privatizing non-academic services, and extending the President's term under certain conditions.
Meetings of the Board
• Section 8: The Board shall convene regularly once every three months, with provisions for special meetings and quorum requirements.
The University President
• Section 9: The University shall be headed by a President appointed by the Board for a term of four years, eligible for reappointment. Provisions are made for vacancy and the President's powers, duties and salary.
Heads of University Campuses
• Section 10: Each University Campus shall be headed by a Campus Director appointed by the Board.
The Secretary and Treasurer of the University
• Sections 11-12: The Board shall appoint a Secretary, and the Treasurer of the Philippines shall be the ex officio Treasurer of the University.
The Administrative and Academic Councils
• Sections 13-14: There shall be an Administrative Council to review and recommend policies on administration, management and development planning, and an Academic Council to review and recommend curricular offerings, rules of discipline, admission and graduation requirements.
The Faculty
• Section 15: Faculty appointments shall not discriminate based on political beliefs, gender, cultural affiliation, ethnic origin or religion, subject to the Board's guidelines and qualifications. No faculty member shall teach for or against any particular church or sect.
Scholarship Program and Admission
• Section 16: The University shall provide a scholarship program and affirmative action programs to assist deserving students. No student shall be denied admission based on sex, religion, cultural affiliation or ethnic origin.
Authority to Loan or Transfer Equipment and Detail Personnel
• Section 17: Government bureau and office heads are authorized to loan or transfer equipment, supplies or detail employees for duty at the University upon request.
Assets, Liabilities and Personnel
• Section 18: All assets, liabilities, personnel and records of the Cotabato City State Polytechnic College shall be transferred to the University. The rights and tenure of personnel shall be respected. Government lands occupied by the former college shall be titled under the University's name.
Tax Exemption on Importation and Donations
• Section 19: The University's importation of books and publications for specified purposes shall be exempt from customs duties. Donations to the University shall be exempt from donor's tax and considered as allowable deductions from the donor's income tax.
Appropriations
• Section 20: Funds necessary to implement the Act shall be charged against the current year's appropriations of the former college, except for existing high schools. Subsequent funding shall be included in the annual General Appropriations Act.
Development Plan, Management Audit, Organizational Structure
• Section 21: Within 120 days, the University shall submit a 5-year development plan and program budget to CHED, undergo a management audit, and set up its organizational, administrative and academic structure including appointment of key officials.
Filing of Report
• Section 22: The Board shall file a detailed report on the University's progress, conditions and needs with the Office of the President and Congress annually.
Suppletory Application and Parity Clause
• Sections 23-24: The Higher Education Modernization Act of 1997 shall be an integral part of this Act. All powers, functions, privileges, responsibilities and limitations of state universities and their officials under existing laws shall be granted to or imposed upon the University and its officials.
Implementing Rules and Regulations
• Section 25: The Board, in consultation with CHED, shall formulate rules and regulations to implement the provisions of this Act.
Compliance with CHED Requirements
• Section 26: The establishment or conversion into a state university shall be effective upon CHED's determination and declaration that the institution has complied with the requirements for university status, based on the recommendation of a panel of experts. The institution shall retain its prior status until it complies with the requirements by January 1, 2016.
Separability Clause and Repealing Clause
• Sections 27-28: If any part of the Act is declared invalid, the remaining parts shall remain in full force and effect. All laws contrary to or inconsistent with the Act are repealed or modified accordingly.
Effectivity
• Section 29: The Act shall take effect 15 days after its publication in two newspapers of general circulation.

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. Conversion. – The Cotabato City State Polytechnic College in Cotabato City is hereby converted into a state university to be known as the Cotabato State University, hereinafter referred to as the University. The main campus of the University shall be located in Cotabato City.
Section 2.
