AN ACT CONVERTING THE CULION SANITARIUM IN THE MUNICIPALITY OF CULION, PROVINCE OF PALAWAN INTO THE CULION SANITARIUM AND GENERAL HOSPITAL AND APPROPRIATING FUNDS THEREFOR

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. Title. - This Act shall be known as the "Culion Sanitarium Conversion and Upgrading Act of 2009".

Section 2. Culion Conversion. - The CuIion Sanitarium in the Municipality of Culion, Province of Palawan, created under Executive Order No. 35, series of 1904, is hereby converted to a sanitarium and general hospital to be known as the Culion Sanitarium and General Hospital.

Section 3. Conversion Plan. - The conversion scheme, including the proposed timetable for the same, shall be carried out under a conversion plan to be drawn up by the Central Office of the Department...

Conversion of Culion Sanitarium to Culion Sanitarium and General Hospital
- Section 2: The Culion Sanitarium in Culion, Palawan is converted into the Culion Sanitarium and General Hospital.

Conversion Plan
- Section 3: The Department of Health shall draw up a conversion plan, in coordination with relevant stakeholders, including a proposed timetable.

Transfer of Assets and Liabilities
- Section 4: All assets, records, liabilities, and obligations of the Culion Sanitarium are transferred to the Culion Sanitarium and General Hospital.

Security of Tenure for Personnel
- Section 5: The positions, seniority, security, and other tenure rights of medical and non-medical personnel shall be honored under the new hospital.

Continued Service and Assistance to Leprosy Patients
- Section 6: The well-being of indigent leprosy patients shall continue to be served, including possible livelihood assistance using the hospital's assets.

Appropriations
- Section 7: The Secretary of Health shall include the operationalization of the new hospital in the Department's programs, initially funded from the current year's appropriations, and thereafter included in the annual General Appropriations Act.

Supplementary Funding
- Section 8: The Regional Director and Hospital Chief shall draw up a mechanism for sourcing supplementary funds from local government units to augment operations.

Separability Clause
- Section 9: If any part of the Act is declared unconstitutional, the remaining provisions shall remain valid and operative.

Repealing Clause
- Section 10: All laws, decrees, orders, rules, and regulations inconsistent with this Act are repealed, amended, or modified accordingly.

Effectivity
- Section 11: This Act shall take effect immediately upon approval.
