AN ACT CONVERTING THE MUNICIPALITY OF BACOOR IN THE PROVINCE OF CAVITE INTO A COMPONENT CITY TO BE KNOWN AS THE CITY OF BACOOR
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
ARTICLE I
GENERAL PROVISIONSSection 1. Title. – This Act shall be known as the "Charter of the City of Bacoor"
Section 2. The City of Bacoor. – The Municipality of Bacoor shall be converted into a component city to be known as the City of Bacoor, hereinafter referred to as the City, which shall comprise the present territory of the Municipality of Bacoor in the Province of Cavite.
The foregoing provision shall be without prejudice to the resolution by the appropriate agency or forum of any boundary dispute or case involving questions of territorial jurisdiction between the City...

- Maintains the existing three city school districts of the City, each headed by a district supervisor under a City Schools Division Superintendent. (Section 48)
- Establishes a City Prosecution Service, headed by a City Prosecutor and assistant prosecutors, organizationally part of the Department of Justice. (Section 49)
- Requires the establishment of extension or satellite offices of various national government agencies, such as the Registry of Deeds, Land Transportation Office, Housing and Land Use Regulatory Board, Government Service Insurance System, Social Security System, Philippine Health Insurance, and Overseas Workers Welfare Administration office. Transitory and Final Provisions
- Allows existing municipal ordinances of Bacoor to remain in force until the Sangguniang Panlungsod declares otherwise. (Section 51)
- Requires a plebiscite to be conducted within 30 days of the approval of the Act to ratify the creation of the City of Bacoor. (Section 52)
- Provides for the continuation of existing elective and appointive officials and employees of the Municipality of Bacoor until new elections are held and new officials assume office. (Section 53)
- Establishes the succession of the City of Bacoor to all assets, properties, liabilities, and obligations of the Municipality of Bacoor. (Section 54)
- Allows qualified voters of the City of Bacoor to vote and run for provincial elective positions in Cavite, including the Sangguniang Panlalawigan members representing the City. (Section 55)
- Maintains the jurisdiction of the Province of Cavite over the City of Bacoor, unless otherwise provided by law. (Section 56)
- Suspends any increase in the rates of local taxes by the City for a period of five years from its acquisition of corporate existence. (Section 57)
- Maintains the status of the City of Bacoor as the Second Legislative District of the Province of Cavite. (Section 58)
- Specifies the applicability of the Local Government Code of 1991, Executive Order No. 882 (Series of 2010), and other relevant laws to the City of Bacoor. (Section 59)
