AN ACT CONVERTING THE MUNICIPALITY OF LIGAO, PROVINCE OF ALBAY INTO A COMPONENT CITY TO BE KNOWN AS THE CITY OF LIGAO
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
ARTICLE I
GENERAL PROVISIONSSection 1. Title.- This Act shall be known as the "Charter of the City of Ligao."
Section 2. The City of Ligao. - The Municipality of Ligao shall be converted into a component city to be known as the City of Ligao, hereinafter referred to as the City, which shall comprise the present territory of the Municipality of Ligao, Province of Albay. The territorial jurisdiction of the City shall be within the present metes and bounds of the Municipality of Ligao, containing an area of 24,675 hectares or 246.75 sq. kms. as per approved cadastral survey....

Summary of Republic Act No. 9008 (Charter of the City of Ligao)
Conversion of Municipality of Ligao into a Component City
• The Municipality of Ligao shall be converted into a component City to be known as the City of Ligao. (Section 2)
• The territorial jurisdiction of the City shall be within the present metes and bounds of the Municipality of Ligao. (Section 2)
Corporate Powers and General Powers of the City
• The City shall have perpetual succession, sue and be sued, have a corporate seal, acquire and convey property, enter into contracts, and exercise powers of a municipal corporation. (Section 3)
• The City shall have the power to levy taxes, open and close roads, take and purchase property, expropriate private property for public use, contract loans, and exercise powers granted to corporations. (Section 4)
Liability for Damages and Jurisdiction
• The City and its officials shall not be exempt from liability for death, injury, or damage to property. (Section 5)
• The jurisdiction of the City for police purposes shall be coextensive with its territorial jurisdiction and extend over water supply areas. (Section 6)
City Officials
• The City shall have a City Mayor, City Vice Mayor, Sangguniang Panlungsod members, and other appointed officials like City Treasurer, City Assessor, City Accountant, and more. (Section 7)
• The City Mayor shall be the chief executive, elected at large, and have powers and duties prescribed by the Local Government Code. (Section 8)
• The City Vice Mayor shall be elected, preside over the Sangguniang Panlungsod, and assume the office of the City Mayor in case of vacancy. (Section 9)
• The Sangguniang Panlungsod shall be the legislative body, composed of the City Vice Mayor, regular members, and sectoral representatives. (Section 10)
Legislative Process and Ordinances
• The Sangguniang Panlungsod shall adopt rules of procedure, including organization, order of business, legislative process, and disciplinary actions. (Section 11)
• Members shall disclose financial and business interests that may lead to a conflict of interest. (Section 12)
• Provisions on sessions, quorum, approval of ordinances, veto power of the City Mayor, and review of ordinances by higher authorities are provided. (Sections 13-20)
Disqualifications and Succession for Elective Officials
• Persons disqualified from running for elective positions, such as those convicted of crimes, removed from office, or with dual citizenship, are specified. (Section 21)
• Procedures for filling permanent vacancies in the offices of the City Mayor, City Vice Mayor, and Sangguniang Panlungsod members are outlined. (Sections 22-23)

• Existing municipal ordinances shall continue to be in force until the Sangguniang Panlungsod provides otherwise. (Section 51)
• A plebiscite shall be conducted within 60 days to ratify the creation of the City of Ligao. (Section 52)
• The present elective officials shall continue until new elections, and appointive officials and employees shall be absorbed by the City Government. (Section 53)
• The City of Ligao shall succeed to all assets, properties, liabilities, and obligations of the Municipality of Ligao. (Section 54)
• Qualified voters of the City of Ligao shall be eligible to vote and run for provincial elective positions in Albay. (Section 55)
• The City of Ligao shall continue to be under the jurisdiction of Albay Province, unless otherwise provided by law. (Section 56)
• No increase in local tax rates shall be imposed by the City within 5 years from acquiring corporate existence. (Section 57)
• The City of Ligao shall continue to be part of the Third Congressional District of Albay Province until otherwise provided by law. (Section 58)
• The Local Government Code of 1991 and applicable laws shall govern the City of Ligao insofar as they are not inconsistent with this Act. (Section 59)
• A separability clause and a reservation for determining boundary disputes are included. (Sections 60-61)
• Repealing and effectivity clauses are provided. (Sections 62-63)
