AN ACT CONVERTING THE MUNICIPALITY OF MALABON INTO A HIGHLY URBANIZED CITY TO BE KNOWN AS THE CITY OF MALABON

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

ARTICLE I
GENERAL PROVISIONS

Section 1. Title. - This Act shall be known as the "Charter of the City of Malabon."

Section 2. The City of Malabon. - The Municipality of Malabon is hereby converted into a highly urbanized city to be known as the City of Malabon, hereinafter referred to as the City, which shall have the following boundaries:

Bounded on the northeast by the City of Valenzuela, along points 1, with geographic position, latitude 14° 41' 55.94", longitude 120° 57' 21.39" to 2, latitude 14° 40' 38.36", longitude 120° 57' 49.98", following polo river, along points 2 to 3, latitude...

Transitory and Final Provisions (Sections 51-60)
- A City of Malabon Health Fund and Livelihood Fund are established, with specific allocations from the Internal Revenue Allotment (IRA) and annual budget.
- Existing municipal ordinances remain in force until amended by the Sangguniang Panlungsod.
- A plebiscite is required for the ratification of the City's creation, with expenses borne by the Municipality of Malabon.
- Current elective and appointive officials of the municipality continue their functions until new elections and appointments.
- No increase in local tax rates is allowed for five years after the City's acquisition of corporate existence.
- The City remains part of the Lone Congressional District of Malabon-Navotas until provided by law.
- The applicability of the Local Government Code and other relevant laws to the City of Malabon is specified.
- A separability clause and effectivity clause are included.
