• Qualified voters of the City shall vote and run for provincial elective positions in Davao del Norte. (Section 55)
• The City shall continue to be under the jurisdiction of Davao del Norte Province, unless otherwise provided by law. (Section 56)
• No increase in local tax rates shall be imposed by the City within 5 years from acquiring corporate existence. (Section 57)
• The City shall continue to be part of the Second Congressional District of Davao del Norte until otherwise provided by law. (Section 58)
• The Local Government Code of 1991 and laws applicable to component cities shall govern the City of Panabo. (Section 59)

AN ACT CONVERTING THE MUNICIPALITY OF PANABO, PROVINCE OF DAVAO DEL NORTE INTO A COMPONENT CITY TO BE KNOWN AS THE CITY OF PANABO
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
ARTICLE IGENERAL PROVISIONS
Section 1. Title.- This Act shall be known as the "Charter of the City of Panabo."
Section 2. The City of Panabo. - The Municipality of Panabo shall be converted into a component city to be known as the City of Panabo, hereinafter referred to as the City, which shall comprise the present territory of the Municipality of Panabo, Province of Davao del Norte. The territorial jurisdiction of the City shall be within the present metes and bounds of the Municipality of Panabo, described as follows:
