• The Municipality of Panabo shall be converted into a component city to be known as the City of Panabo. (Section 2)

Corporate Powers and General Powers of the City
• The City shall have perpetual succession, sue and be sued, have a corporate seal, acquire and convey property, enter into contracts, and exercise powers of a municipal corporation. (Section 3)
• The City shall have the power to levy taxes, open and close roads, take and purchase property, expropriate property for public use, contract loans, and exercise powers granted to corporations. (Section 4)
Liability for Damages and Jurisdiction
• The City and its officials shall not be exempt from liability for death, injury, or damage to property. (Section 5)
• The jurisdiction of the City for police purposes shall be coextensive with its territorial jurisdiction and extend over water supply areas. (Section 6)
City Officials and Their Qualifications, Powers, and Duties
• The City shall have a city mayor, vice mayor, sangguniang panlungsod members, and various appointive officials like city treasurer, assessor, accountant, budget officer, and others. (Section 7)
• Qualifications, powers, and duties of the city mayor, vice mayor, and sangguniang panlungsod are specified. (Sections 8-10)
• Qualifications, powers, and duties of various appointive officials like secretary, treasurer, assessor, accountant, budget officer, and others are specified. (Sections 25-46)
City Fire Station Service, Jail Service, School Division, and Prosecution Service
• At least one fire station with adequate personnel and facilities shall be established. (Section 47)
• A secured and sanitary city jail shall be established and maintained. (Section 48)
• The Department of Education shall establish and maintain a city school division. (Section 49)
• A city prosecution service headed by a city prosecutor shall be established. (Section 50)
Transitory and Final Provisions
• Existing municipal ordinances shall continue to be in force until the sangguniang panlungsod provides otherwise. (Section 51)
• A plebiscite shall be conducted within 60 days to ratify the creation of the City of Panabo. (Section 52)
• The present elective officials shall continue until new officials are elected and qualified. Appointive officials and employees shall be absorbed by the City. (Section 53)
• The City of Panabo shall succeed to all assets, properties, liabilities, and obligations of the Municipality of Panabo. (Section 54)
• Qualified voters of the City shall vote and run for provincial elective positions in Davao del Norte. (Section 55)
• The City shall continue to be under the jurisdiction of Davao del Norte Province, unless otherwise provided by law. (Section 56)
• No increase in local tax rates shall be imposed by the City within 5 years from acquiring corporate existence. (Section 57)
• The City shall continue to be part of the Second Congressional District of Davao del Norte until otherwise provided by law. (Section 58)
• The Local Government Code of 1991 and laws applicable to component cities shall govern the City of Panabo. (Section 59)
• Boundary disputes with adjoining local government units may be determined by the appropriate agency or forum. (Section 61)
• Inconsistent laws, decrees, rules, and regulations are repealed or modified accordingly. (Section 62)
• The Act shall take effect upon publication in at least two newspapers of general and local circulation. (Section 63)

AN ACT CONVERTING THE MUNICIPALITY OF PANABO, PROVINCE OF DAVAO DEL NORTE INTO A COMPONENT CITY TO BE KNOWN AS THE CITY OF PANABO
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
ARTICLE IGENERAL PROVISIONS
Section 1. Title.- This Act shall be known as the "Charter of the City of Panabo."
Section 2. The City of Panabo. - The Municipality of Panabo shall be converted into a component city to be known as the City of Panabo, hereinafter referred to as the City, which shall comprise the present territory of the Municipality of Panabo, Province of Davao del Norte. The territorial jurisdiction of the City shall be within the present metes and bounds of the Municipality of Panabo, described as follows:
