General Mandate
- Provide advanced education, higher technological and professional instruction in agriculture, fisheries, animal science, forestry, education, computer studies, engineering, arts and sciences, and other relevant fields (Section 2)
- Promote and undertake research, extension services, and provide leadership in its areas of specialization (Section 2)
Curricular Offerings
- Offer undergraduate and graduate studies in agriculture, fisheries, animal science, forestry, education, computer studies, engineering, arts and sciences, and other relevant fields (Section 3)
- Offer short-term technical or diploma courses in agricultural technology and other degrees within its capabilities (Section 3)
- Maintain and operate a laboratory school under its College of Education in the main campus (Section 3)
Administration
- The administration and exercise of corporate powers shall be vested in the Board of Regents and the University President (Section 4)
- The Board of Regents shall be the governing board, composed of representatives from various government agencies, faculty, students, alumni, and private sector (Section 5)
- The Board shall promulgate and implement policies in accordance with state policies on education, agriculture, science, and technology (Section 6)
- The Board shall have specific powers and duties, including promulgating rules, receiving funds, importing books, receiving donations, fixing tuition fees, appointing officials and employees, approving curricula, awarding degrees, establishing branches and centers, entering joint ventures, and others (Section 7)
- The University President shall be appointed by the Board and shall head the University (Section 9)
- Each extension campus shall be headed by a Campus Administrator appointed by the Board (Section 10)
- There shall be an Administrative Council and an Academic Council to review and recommend policies (Sections 11-12)
Other Provisions
- No discrimination in the appointment of faculty members based on political beliefs, gender, culture, ethnicity, or religion (Section 15)
- Provide a scholarship program and affirmative action programs for poor but deserving students (Section 16)
- Enjoy academic freedom and institutional autonomy (Section 17)
- Authority to loan or transfer apparatus, equipment, supplies, and detail personnel from government agencies (Section 18)
- Transfer of assets, liabilities, and personnel from Negros State College of Agriculture to CPSU (Section 19)
- Tax exemption on importation of books and donations (Section 20)
- Appropriations from the current year's budget of Negros State College of Agriculture and subsequent inclusion in the annual General Appropriations Act (Section 21)
- Submit a 5-year development plan, undergo a management audit, and set up organizational, administrative, and academic structure within 120 days (Section 22)
- File an annual report with the Office of the President and Congress (Section 23)
- Implementing rules and regulations to be formulated by the Board in consultation with CHED (Section 26)

AN ACT CONVERTING THE NEGROS STATE COLLEGE OF AGRICULTURE (NSCA) IN THE CITY OF KABANKALAN, PROVINCE OF NEGROS OCCIDENTAL INTO A STATE UNIVERSITY TO BE KNOWN AS THE CENTRAL PHILIPPINES STATE UNIVERSITY (CPSU) AND APPROPRIATING FUNDS THEREFOR
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. Conversion. – The Negros State College of Agriculture in the City of Kabankalan, including its extension campuses in the municipalities of Hinobaan, Cauayan, Ilog, Candoni, Moises Padilla, Hinigaran and in the cities of San Carlos, Sipalay, Himamaylan and Victorias, all located in the Province of Negros Occidental, is hereby converted into a state university to be known as the Central Philippines State University (CPSU), hereinafter referred to as the University. The main campus of the University shall be in the City of Kabankalan.
