AN ACT CONVERTING THE PHILIPPINE NORMAL COLLEGE INTO A STATE UNIVERSITY TO BE KNOWN AS THE PHILIPPINE NORMAL UNIVERSITY
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled::
Section 1. The Philippine Normal College in the City of Manila with branches in the Municipality of Prosperidad in the Province of Agusan, Municipality of Alicia in the Province of Isabela, Cadiz City in the Province of Negros Occidental and Municipality of Lopez in the Province of Quezon is hereby converted into a state university to be known as the Philippine Normal University, hereinafter referred to as the University. The main campus of the University shall be in the City of Manila.
Section 2. The University shall primarily provide higher professional and special instructions for special purposes and to promote research and extension services, advance studies and progressive leadership in education and other fields as may be relevant.

Conversion of Philippine Normal College into Philippine Normal University
- Section 1: The Philippine Normal College is converted into the Philippine Normal University, with its main campus in Manila and branches in Agusan, Isabela, Negros Occidental, and Quezon.
Purpose and Offerings of the University
- Section 2: The University shall provide higher professional and special instructions, promote research and extension services, and advance studies in education and other relevant fields.
- Section 3: The University shall offer undergraduate and graduate courses in education and other degree courses as determined by the Board of Regents.
Powers and Governance
- Section 4: The University shall have the general powers of a corporation, with its administration and exercise of corporate powers vested in the Board of Regents and the President.
- Section 5: The governing body is the Board of Regents, composed of various government officials, faculty, student, and alumni representatives, and prominent citizens.
- Section 6: The Board shall promulgate and implement policies in accordance with state policies on education and the Constitution.
- Section 7: The Board has specific powers and duties, including:
- Enacting rules and regulations (7a)
- Receiving and appropriating funds (7b)
- Importing duty-free essential commodities (7c)
- Receiving and administering legacies, gifts, and donations (7d)
- Fixing tuition fees and other charges (7e)
- Authorizing construction, repair, and purchase of facilities and properties (7f)
- Confirming appointments of officials and employees (7g)
- Fixing and adjusting salaries (7h)
- Approving curricula, programs, and rules of discipline (7i)
- Conferring degrees and awarding honorary degrees (7j)
- Establishing branches in cities and provinces (7k)
- Establishing chairs, fellowships, and scholarships (7l)
- Section 8: Quorum and meeting requirements for the Board.
University Administration
- Section 9: The University shall be headed by a President appointed by the President of the Philippines for a term of 6 years.
- Section 10: The President of the University shall be entitled to full retirement benefits under existing laws.
- Section 11: There shall be an Administrative Council to implement policies on administration, management, and development planning.
- Section 12: There shall be an Academic Council to prescribe curricular offerings, admission and graduation requirements, and exercise disciplinary power over students.
- Section 13: There shall be a Secretary of the University, who shall also be the Secretary of the Board.
- Section 14: The Treasurer of the Philippines shall be the ex officio treasurer of the University.
Faculty and Student Provisions
- Section 15: Faculty members shall be exempt from civil service examinations or regulations for appointment, and no religious opinion shall be a matter of inquiry.
- Section 16: The President, vice president(s), deans, professors, faculty, and other personnel shall be exempt from rules and regulations of the Office of Compensation and Position Classification and the Civil Service Commission.
- Section 17: No student shall be denied admission due to sex, nationality, religion, or political affiliation.
- Section 18: The University shall enjoy academic freedom.
Transition and Reporting
- Section 19: The incumbent head of the Philippine Normal College shall be the officer-in-charge pending the appointment of the President.
- Section 20: The Board shall file an annual report on the progress, conditions, and needs of the University to the Office of the President and Congress.
Assets, Liabilities, and Integration
- Section 21: All assets, personnel, records, liabilities, and obligations of the Philippine Normal College and its branches shall be transferred to the University, with provisions for personnel rights and security of tenure.
- Section 22: All accounts and expenses of the University shall be audited by the Commission on Audit.
- Section 23: Government bureaus and offices are authorized to loan or transfer apparatus, equipment, supplies, and detail employees for duty in the University.
- Section 24: The University shall have a continuing policy to accept the affiliation and/or integration of existing national schools whose programs can contribute to its objectives.
Appropriations and Repealing Clause
- Section 25: Appropriations for the Philippine Normal College and its branches shall be transferred to the University, and necessary funds for operation and maintenance shall be included in the annual General Appropriations Act.
- Section 26: All laws, presidential decrees, executive orders, rules, and regulations contrary to or inconsistent with this Act are repealed, amended, or modified accordingly.
- Section 27: This Act shall take effect upon its approval.
