AN ACT CREATING A BODY CORPORATE TO BE KNOWN AS THE LA UNION MEDICAL CENTER AND FOR OTHER PURPOSES
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. Short Title. - This Act shall be known as the "The La Union Medical Center Charter."
SEC. 2. Creation of the La Union Medical Center. - There is hereby created a corporate body, for the benefit primarily of the people of the Province of La Union, to be known as the "La Union Medical Center," hereinafter referred to as the LUMC.
SEC. 3. Board of Trustees. - The LUMC shall be administered by a Board of Trustees composed of fifteen (15) members. The following members shall serve ex officio.

Summary of the La Union Medical Center Charter
Establishment and Administration
- Section 2: Creates a corporate body known as the "La Union Medical Center" (LUMC) for the benefit of the people of La Union Province.
- Section 3: The LUMC shall be administered by a 15-member Board of Trustees, including ex-officio members from the provincial government, health sector, and private/civic sectors. The Governor of La Union shall serve as the Chairman.
- Section 4: The Chief of Hospital shall be the Chief Executive Officer (CEO) of the LUMC, appointed by the Provincial Governor with the concurrence of the Board of Trustees for a 4-year term.
Purposes and Objectives (Section 6)
- Establish, operate, manage, and maintain a general hospital in Agoo, La Union.
- Promote and develop a center for quality and affordable medical and surgical care.
- Promote and develop a comprehensive family medicine program.
- Develop a multi-specialty center for difficult specialized cases.
- Facilitate training of health care providers.
- Promote and develop a research center for local health concerns.
- Extend medical services to the general public, especially the poor and less fortunate.
Powers of the LUMC (Section 7)
- Acquire, hold, own, and dispose of property.
- Enter into contracts with any person, firm, association, or corporation.
- Mortgage, lease, sell, transfer, convey, or dispose of its properties.
- Solicit and receive donations and funds from public and private sources.
- Open bank accounts and disburse or invest funds.
- Invite foreign or local specialists for training purposes.
- Send personnel for advanced training or to attend conventions and conferences.
- Enter into agreements with other medical institutions.
- Adopt by-laws, rules, regulations, policies, and procedures.
- Perform other necessary acts to accomplish the purposes and objectives.
Program for Indigent Patients (Section 8)
- The Board of Trustees shall ensure that the LUMC institutes a program for indigent patients, with at least 20% of the total hospital beds allocated for them.
Security of Tenure and Civil Service Laws (Section 9)
- The provisions of Republic Act No. 6656 and existing civil service laws, rules, and regulations shall apply to all officers and employees of the LUMC, except for the Board of Trustees and the Chief of Hospital.
Funding and Assistance (Sections 10 and 11)
- The provincial government shall provide funds for the start-up operations and maintenance of the LUMC.
- The LUMC may call upon any department, bureau, office, agency, or instrumentality of the national government, including government-owned and/or-controlled corporations and local government units, for technical assistance.
Auditing and Reporting (Sections 12 and 13)
- The books of accounts of the LUMC shall be subject to periodic audit by the Provincial Auditor of La Union.
- The LUMC shall render an annual report of its activities and recommendations to the Provincial Government of La Union.
Dissolution (Section 14)
- In the event of dissolution, the property of the LUMC shall revert to the Provincial Government of La Union for disposition in accordance with law.
