Jurisdiction of the Court

- Annulment of marriages, legal separation of spouses, and actions for support.
- Proceedings under Articles 116, 225, 251, and 332 of the Civil Code.
- Petitions for declaration of absence and change of name.
- Actions for separation of property of spouses.
- Proceedings affecting a dependent or neglected child.
Definition of "Dependent" or "Neglected" Child (Section 2)
- A child under 16 years old who:
- Is dependent on public support or destitute, homeless, or abandoned.
- Has no proper parental care or guardianship.
- Habitually begs or receives alms.
- Lives in a house of ill fame or with vicious or disreputable persons.
- Has an unfit home due to neglect, cruelty, or depravity of parents or guardians.
Proceedings Concerning a "Dependent" or "Neglected" Child (Section 3)
- The Social Welfare Administrator or representative may file a petition stating facts of the child's dependency or neglect.
- The court shall hold a hearing, summon parents or guardians, and investigate the child's situation.
- If the child is found dependent or neglected, the court may place the child in the custody of a suitable person, institution, or the Social Welfare Administration.
- The court may impose conditions, supervision, or change guardianship as necessary for the child's best interests.
Proceedings in Other Cases (Section 4)
- In other cases, the court shall follow the Rules of Court and applicable laws.
- Hearings between spouses and parents-children may be held in chambers or with public exclusion.
- Information obtained shall be privileged and confidential unless approved by the court.
Appeals and Court Personnel (Sections 5-6)
- Decisions and orders of the court may be appealed like courts of first instance.
- The court shall have a clerk of court and necessary personnel appointed and compensated like courts of first instance.
Transitory Provision and Appropriation (Sections 7-8)
- Pending cases shall be transferred to the Juvenile and Domestic Relations Court upon its organization.
- ₱50,000 is appropriated for the court's expenses, with a similar amount included in subsequent annual appropriations.
Effectivity (Section 9)
- The Act shall take effect upon approval.

AN ACT CREATING A JUVENILE AND DOMESTIC RELATIONS COURT IN THE PROVINCE OF ILOILO.
Sec. 1. The Juvenile and Domestic Relations Court. There shall be a Juvenile and Domestic Relations Court in the Province of Iloilo, for which a judge who shall possess the same qualifications, enjoy the same privileges and receive the same salary as judges of courts of first instance, shall be appointed by the President of the Philippines, with the consent of the Commission on Appointments.
Provisions of the Judiciary Act to the contrary notwithstanding, the court shall have exclusive original jurisdiction to hear and decide the following cases after the effectivity of this Act:
(a) Criminal cases cognizable by the courts of first instance, municipal courts and city courts of Iloilo wherein the accused is under sixteen years of age at the time of the trial;
(b) Case involving custody, guardianship, adoption, paternity and acknowledgment;
(c) Annulment of marriages legal separation of spouses and action for support;
