Declaration of Policy (Section 1):

Creation and Mandate of MBLISTTDA (Section 2):
- Creates the Metropolitan Baguio City, La Trinidad, Itogon, Sablan, Tuba, and Tublay Development Authority (MBLISTTDA).
- Administers a special development area covering Baguio City, La Trinidad, Itogon, Sablan, Tuba, and Tublay.

MBLISTTDA Council (Section 4):
- Governing board and policy-making body.
- Composed of Governor of Benguet, Mayors of covered areas as voting members.
- Non-voting members include Vice Mayors, representatives from national agencies, and private sector.
- Headed by an elected Chairman from voting members.
- Administrator appointed by President, serves 6 years, acts as Chief Executive Officer.

Powers and Functions of MBLISTTDA (Section 5):
- Formulate, coordinate, and regulate implementation of plans and programs.
- Undertake and manage programs and projects for service delivery.
- Coordinate and monitor implementation, identify bottlenecks.
- Set traffic policies, regulate traffic programs, install single ticketing system.
- Enter into contracts, own properties, receive funding.
- Sue and be sued.
- Perform other functions to achieve objectives.

Functions of MBLISTTDA Council (Section 6):
- Exercise policy-making power.
- Approve plans, programs, projects, rules and regulations.
- Fix compensation and approve annual budget.
- Recommend investment programming and supervise implementation.
- Set policies, standards, rules for service delivery.
- Endorse annual and supplemental budgets.
- Perform other necessary acts.

Functions of MBLISTTDA Administrator (Section 7):
- Appoint subordinate officers and employees, engage experts/consultants.
- Execute policies, manage day-to-day operations, discipline personnel.
- Prepare organizational structure, staffing pattern, fix number of personnel.
- Prepare annual budget.
- Prepare annual report.
- Perform other duties assigned by President or Council.

Senior Managers (Section 8):
- Senior Manager for Operations assists Administrator.
- Senior Manager for Planning has urban planning experience, assists in development plans.
- Senior Manager for Finance and Administration assists in budgeting and financing.

Institutional Linkages (Section 9):
- Consult, coordinate with public/private institutions, organizations.
- Submit plans and programs to NEDA for integration into national plans.
- Interface with foreign assistance agencies for financial support.

Sources of Funds and Operating Budget (Section 10):
- Included in annual General Appropriations Act.
- Levy fines, impose fees and charges for services.
- Supported by contributions from LGUs, NGAs, GOCCs, private sector, local/international organizations.
- Acceptance of foreign grants/donations subject to clearance and approval.

Inclusion in MBLISTTDA (Section 11):
- Adjoining LGUs can be included with Sanggunian Resolution and MBLISTTDA Council concurrence.

Implementing Rules and Regulations (Section 12):
- MBLISTT Council to promulgate rules and regulations within 90 days.
