AN ACT CREATING THE MUNICIPALITY OF SENATOR NINOY AQUINO IN THE PROVINCE OF SULTAN KUDARAT

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled::

Section 1. Barangays Buenaflores, Bugso, Kiadsam, Kadi, Kulaman, Malegdeg and Sewod in the Municipality of Kalamansig and Langgal in the Municipality of Bagumbayan are hereby separated from those municipalities and constituted into an independent municipality, which is hereby created, to be known as the Municipality of Senator Ninoy Aquino, without affecting in any manner the legal existence of the Municipalities of Kalamansig and Bagumbayan. The seat of government of the new municipality shall be in Barangay Kulaman.

Section 2. The territorial jurisdiction of the Municipality of Senator Ninoy Aquino shall be bounded as follows: Starting from a point marked "1" on the proposed plan (Southwestern corner of Lot 1302-PLS-604-D, Case 2, of the Bagumbayan Land Subdivision); due South to corner 2; thence, following...

Creation of the Municipality of Senator Ninoy Aquino
- Separates Barangays Buenaflores, Bugso, Kiadsam, Kadi, Kulaman, Malegdeg, and Sewod from the Municipality of Kalamansig, and Barangay Langgal from the Municipality of Bagumbayan, to constitute the new Municipality of Senator Ninoy Aquino in the Province of Sultan Kudarat. (Section 1)
- The seat of government shall be in Barangay Kulaman. (Section 1)

Territorial Jurisdiction and Boundaries
- Defines the territorial boundaries of the new municipality, with an approximate area of 32,000 hectares. (Section 2)
- Bounded on the East by Bagumbayan, Sultan Kudarat; on the South by the Province of South Cotabato; on the West by Palimbang and Kalamansig, Sultan Kudarat; and on the North by Isulan, Sultan Kudarat. (Section 2)

Plebiscite and Appointment of Officials
- Requires a plebiscite to be conducted within 90 days after the approval of the Act, supervised by the Commission on Elections, in the affected areas of Kalamansig and Bagumbayan. (Section 3)
- The President shall appoint the mayor and other elective officials within 60 days after the ratification of the plebiscite by the majority of votes cast. (Section 3)

Corporate Existence and Effectivity
- The new municipality shall acquire corporate existence upon the appointment and qualification of the first mayor and the majority of the municipal council members. (Section 4)
- Repeals or amends inconsistent laws, executive orders, rules, and regulations. (Section 5)
- Expenses for the plebiscite shall be taken from the contingent fund under the fiscal year appropriations. (Section 6)
- The Act shall take effect upon its approval. (Section 7)
