Summary of Republic Act No. 7155

Creation of the Municipality of Tulay-na-Lupa
- Separates the following barangays from the Municipality of Labo, Camarines Norte to form the new Municipality of Tulay-na-Lupa: Tulay-na-Lupa, Lugui, San Antonio, Mabilo I, Napaod, Benit, Bayan-bayan, Baay, Matanlang, Pagasa, Maot, and Calabasa. (Section 1)
- Defines the boundaries of the new Municipality of Tulay-na-Lupa. (Section 2)
- Establishes Barangay Tulay-na-Lupa as the seat of the new municipality. (Section 3)
- Applies all provisions of laws applicable to regular municipalities to the new Municipality of Tulay-na-Lupa, except as provided in the Act. (Section 4)

Ratification and Election of Officials
- Requires ratification by a majority of votes cast in a plebiscite to be conducted in the affected areas within 180 days after the approval of the Act. (Section 5)
- Provides for the election of the mayor, vice-mayor, and other officials of the new municipality in the next regular election of local officials after the ratification. (Section 5)
- Considers the new municipality duly organized upon the assumption of office of the first set of elected local officials. (Section 5)

Plebiscite and Transfer of Resources
- Mandates the Commission on Elections to conduct and supervise the plebiscite, with expenses taken from the Contingent Fund under the current fiscal year appropriations. (Section 6)
- Requires the Provincial Board of Camarines Norte to determine and transfer the proportionate share of the new Municipality of Tulay-na-Lupa in the obligations, funds, assets, and other properties of the Municipality of Labo upon the organization of the new municipality. (Section 7)

Effectivity
- Provides that the Act shall take effect upon its publication in at least two newspapers of general circulation. (Section 8)
