AN ACT CREATING THE PARTIDO STATE UNIVERSITY (PSU) BY INTEGRATING THE PARTIDO STATE COLLEGE (PSC)

Mandate of the University
- Provide advanced instruction, training, research, production, and extension services in various fields. (Section 2)
- Transfer existing high schools to the Department of Education, Culture and Sports, except for a reasonably-sized laboratory school if the University has a college of education. (Section 2)

Governing Board (Board of Regents)
- Composition and appointment of members. (Section 3)
- Term of office and manner of appointment. (Section 4)
- Powers and duties as provided in Republic Act No. 8292. (Section 5)
- Meetings and quorum requirements. (Section 6)
- Promulgation and implementation of policies. (Section 7)

Administration
- Vested in the President of the University, appointed by the Board of Regents. (Section 8)
- Term of four (4) years, eligible for reappointment. (Section 8)
- Assisted by a Vice President for Academic Affairs and other officials. (Section 8)
- Provisions for vacancy and succession. (Section 8)

Administrative Council and Academic Council
- Administrative Council reviews and recommends policies to the Board of Regents. (Section 9)
- Academic Council reviews and recommends curricular offerings, rules of discipline, admission and graduation requirements. (Section 10)

Secretary of the University
- Appointed by the Board of Regents to keep records and proceedings. (Section 11)

Non-discrimination and Academic Freedom
- No religious affiliation shall be a matter of inquiry in appointments. (Section 12)
- Provide scholarship programs and affirmative actions for access and equity. (Section 13)
- No student shall be denied admission based on sex, religion, cultural affiliation, or ethnic origin. (Section 13)
- The University shall enjoy academic freedom. (Section 14)

Faculty Exemption from Licensure Exams for Teachers (LET)
- Faculty at the tertiary level shall be exempt from LET as a requisite for appointment. (Section 15)

Transfer of Assets and Personnel
- Assets, records, and personnel of the integrated colleges shall be transferred to the University. (Section 19)
- Rights and security of tenure of personnel shall not be impaired. (Section 19)

Land Ownership
- Government lands occupied by the integrated colleges shall be titled under the name of PSU. (Section 20)
- Lands shall revert to the Province of Camarines Sur if the University ceases to exist or no longer needs them. (Section 20)

Appropriations
- Initial funding shall be charged against the current year's appropriations of the integrated colleges. (Section 21)
- Subsequent funding shall be included in the annual General Appropriations Act. (Section 21)
- Present amount appropriated for each campus shall not be diminished. (Section 21)

Transitory Provisions
- Guidelines shall be formulated by the University President to ensure smooth implementation. (Section 22)
- Existing programs of the integrated colleges shall be rationalized. (Section 22)
- Each integrated college shall be considered a campus of the University. (Section 22)

Repealing Clause
- All laws, presidential decrees, executive orders, rules and regulations contrary to or inconsistent with this Act are repealed, amended or modified accordingly. (Section 23)

Effectivity
- This Act shall take effect upon its approval. (Section 24)
