Creation of PRRI (Section 4):

Powers and Functions of PRRI (Section 5):
- Promote planting, maintenance, and utilization of rubber trees
- Provide access to quality seedlings, modern techniques, and support services to producers and processors, especially smallholders
- Undertake training and capacity-building programs to increase production and income of smallholders
- Aid in establishing village-based rubber enterprises for livelihood opportunities

Executive Director of PRRI (Section 6):
- Appointed by the President for a 3-year term, upon DA's recommendation
- Responsible for planning, implementing, and supervising PRRI's programs and activities
- Must possess high educational, technical, managerial competencies, integrity, and probity
Functions and Powers of Executive Director (Section 7):
- Recommend creation of divisions, sections, and staffing pattern
- Recommend appointments of personnel and consultants to DA Secretary
- Oversee planning, implementation, and evaluation of PRRI's policies, programs, and projects
- Consolidate and approve PRRI's overall budget
- Perform other functions assigned by PRRI Advisory Board

Allocation of Funds (Section 12):

AN ACT CREATING THE PHILIPPINE RUBBER RESEARCH INSTITUTE TO DEVELOP THE PHILIPPINE RUBBER INDUSTRY AND FOR OTHER PURPOSES
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. Title. - This Act shall be known as the "Philippine Rubber Research Institute Act of 2010".
Section 2. Declaration, of Policy. - It is a declared policy of the State to develop self-reliant industries effectively controlled by Filipinos, encourage investments and provide incentives to private enterprise, promote employment and livelihood opportunities for the poor, ensure well-balanced ecology in the use of natural resources for industrial purposes, and prioritize education and training particularly in science and technology for sustainable development.
