Creation of Second Legislative District in Zamboanga City

    - The first legislative district comprises 37 barangays: Ayala, Bagong Calarian, Baliwasan, Baluno, Cabatangan, Camino Nuevo, Campo Islam, Canelar, Capisan, Cawit, Dulian (Upper Pasonaca), La Paz, Labuan, Limpapa, Maasin, Malagutay, Mariki, Pamucutan, Pasonanca, Patalon, Recodo, Rio Hondo, San Jose Cawa-cawa, San Jose Gusu, San Roque, Sta Barbara, Sta Maria, Sto. Niño, Sinubong, Sinunuc, Talisayan, Tulangatung, Tumaga, Zone 1, Zone 2, Zone 3, and Zone 4.
    - The second legislative district comprises 48 barangays: Arena Blanco, Boalan, Bolong, Buenavista, Bunguiao, Busay, Cabaluay, Cacao, Calabasa, Culianan, Curuan Dita, Divisoria, Dulian (Upper Bunguiao), Guisao, Guiwan, Kasanyangan, Lamisahan, Ladanga Gua, Landang Laum, Lanzones, Lapakan, Latuan, Licomo, Limaong, Lubigan, Lumayang, Lumbangan, Lunzuran, Mampang, Manalipa, Mangusa, Manicahan, Mercedes, Muti, Pangapuyan, Panubigan, Pasilmanta, Pasobolong, Putik, Quiniput, Salaan, Sangali, Sta. Catalina, Sibulao, Tagasilay, Taguiti, Talabaan, Tolosa, Tugbungan, Tumalutab, Tumitus, Victoria, Vitali, and Zambowood.
    - The provision does not prejudice the resolution of existing boundary disputes between Zamboanga City and adjoining local government units. The territorial jurisdiction of disputed areas remains with the local government unit having administrative supervision until final resolution. (Section 1)

Election of Representatives
- For the 2004 election, Zamboanga City shall elect only one representative who shall represent the City until representatives for each legislative district are elected in the immediately succeeding regular election after 2004. (Section 2)

Implementation
- The Commission on Elections shall issue necessary rules and regulations to implement the provisions of this Act. (Section 3)

Inconsistent Laws
- All laws, rules, and regulations inconsistent with this Act are amended, repealed, or modified accordingly. (Section 4)

Effectivity
- This Act takes effect upon its approval. (Section 5)

Creation. - There is hereby created another legislative district in the City of Zamboanga. Henceforth, barangays Ayala, Bagong Calarian, Baliwasan, Baluno, Cabatangan, Camino Nuevo, Campo Islam, Canelar, Capisan, Cawit, Dulian (Upper Pasonaca), La Paz, Labuan, Limpapa, Maasin, Malagutay, Mariki, Pamucutan, Pasonanca, Patalon, Recodo, Rio Hondo, San Jose Cawa-cawa, San Jose Gusu, San Roque, Sta Barbara, Sta Maria, Sto.
