AN ACT DECLARING JUNE 30 OF THE YEAR AS PHILIPPINE-SPANISH FRIENDSHIP DAY

Declaration of Policy
- The State aims to strengthen relationships with countries that share history, values, and traditions with the Philippines. (Section 1)

Philippine-Spanish Friendship Day
- June 30 of each year is declared as Philippine-Spanish Friendship Day to commemorate the cultural and historical ties, friendship, and cooperation between the Philippines and Spain. (Section 2)
- It is a national special working holiday and a special non-working holiday in Aurora Province. (Section 2)
- The day marks when President Emilio Aguinaldo commended the besieged Spanish soldiers in the Church of Baler for their loyalty and gallantry, paving the way for better relations between the two countries. (Section 1)

Implementation
- The National Historical Institute (NHI) is responsible for implementing the Act and issuing necessary rules and regulations. (Section 3)

Inter-Agency Committee
- An Inter-Agency Committee is created to organize activities for the Fil-Hispano Day celebration. (Section 4)
- The Committee is composed of the Secretary of Foreign Affairs as Chairman, the Executive Director of NHI and the Mayor of Baler as Co-Vice Chairmen, and representatives from various government agencies and the University of the Philippines History Department as members. (Section 4)
- The Philippine Ambassador to Spain and the Spanish Ambassador to the Philippines are ex officio members. (Section 4)

Appropriations
- An annual budget of Fifteen million pesos (Php 15,000,000.00) is allocated for the celebration, with 30% devoted exclusively for research and development. (Section 5)
- The expenses for continued implementation shall be included in subsequent General Appropriations Acts. (Section 5)

Separability Clause, Repealing Clause, and Effectivity
- If any part of the Act is held unconstitutional or invalid, the other provisions remain valid and effective. (Section 6)
- All laws, decrees, orders, rules, and regulations inconsistent with the Act are repealed or modified accordingly. (Section 7)
- The law takes effect within 15 days from publication in the Official Gazette or two newspapers of general circulation. (Section 8)

Republic Act No. 9187 &nbsp &nbsp &nbsp &nbsp &nbsp &nbsp AN ACT DECLARING JUNE 30 OF THE YEAR AS PHILIPPINE SPANISH FRIENDSHIP DAY, APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled. Section 1. Declaration of Policy – it is the policy of the State to strengthen the relationship between the Philippines and countries with which it has shared history, values and traditions. June 30 is a day when President Emilio Aguinaldo commended the besieged Spanish soldiers in the Church of Baler for their loyalty and gallantry. To mark this momentus occasion, there is a need to declare said day a national holiday to remember the act of benevolence which has paved the way in bridging better relations between Philippines and Spain.
